Letters to Libraries Online: News from the State Library of Oregon
Volume 30, Issue 01 - January 2020
State Library News
Federal Documents Cataloger
The State Library of Oregon is pleased to announce a project to improve access to approximately 20,000 items that are in the Oregon's Regional Federal Documents Collection at Portland State University.
As the designated Regional Federal Depository Library for Oregon<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=e7bbbe59b0&e=0d2401e925>, the State Library coordinates the Oregon's Regional Federal Documents Collection. The collection is housed among Regional Partner libraries at Portland State University, University of Oregon, Oregon State University, and the State Library. This shared resource serves as a comprehensive collection of historical federal government publications, allowing Oregon libraries to shape their holdings to meet local needs. Libraries can turn to the Regional Collection to request materials as they are needed by local library users.
Unfortunately, portions of Regional Collection are not fully cataloged and not represented in OCLC WorldCat, causing them to remain "hidden" from other Oregon libraries. To address this problem, the State Library has hired Robert Kohl in a limited duration cataloging specialist position to work with PSU cataloging staff to catalog items in their collection. It is hoped that this project will also provide a template by which the other three Regional Partner libraries can similarly address their uncataloged portions of the collection.

History of School Library Staffing in Oregon: 1980 to 2018

The State Library has tracked the number of full-time equivalent (FTE) licensed school librarians employed in Oregon public schools since the 1980-81 school year and the number of FTE classified school library support staff since 2006-07. We went from a high of 818 FTE licensed school librarians in 1980 to 165 FTE in 2018, a decline of 80%. There was a noticeable increase in school library staffing during the 2015-16 school year and a small one for 2018-19, but generally, staffing totals trend down. Data over the next few years might reveal whether or not districts use Student Success Act funds to hire licensed librarians, an allowable cost, for schools that do not employ them now. For figures and two charts related to the 38-year span of school library staffing, view this PDF<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=4c9f91a2ab&e=0d2401e925>.
The data comes from the Oregon Department of Education (ODE). Often some of the staffing information can be found in the Oregon Statewide Annual Report Card<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=779ee1189f&e=0d2401e925> (p. 13 for the current report card) or in the "Facts" section at the very end of the Oregon School Directory<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=dc29725075&e=0d2401e925>. Jennifer Maurer, School Library Consultant at the State Library, asks ODE staff to fill in any gaps and to verify or reconcile numbers. Note that for the first time, figures for licensed and classified library staff were listed separately in the Oregon Statewide Annual Report Card. For a snapshot of how many licensed librarians districts have, view the Oregon Department of Education's At-A-Glance District Profiles<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=9f2a2c738a&e=0d2401e925>.
This information is available on the Staffing and Funding page<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=61bf876f24&e=0d2401e925> of the School Library Services website. Questions? Contact Jennifer Maurer<mailto:jennifer.maurer at state.or.us>.

We surpassed a milestone by adding our 100,000th PDF document to State Library of Oregon Digital Collections<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=0cb0667c1c&e=0d2401e925> in December. We aren't able to pinpoint exactly which PDF was the 100,000th, because of technical limitations, but here is an example of one that was uploaded late in the month: the Oregon Commission for the Blind Resource Guide for People with Vision Loss<https://oregon.us11.list-manage.com/track/click?u=91dd1172fce9a235a5e993c03&id=c60056dfbc&e=0d2401e925>, updated December 2019.
The majority of Digital Collections consists of born-digital state government publications, which we collect and preserve so that Oregonians can know about the activities of their state government and have permanent access to the information published by state agencies. We are also working to digitize print Oregon government publications to enhance access to the work in the past of state government, for present and future researchers.
