Measure- 9-139 - Deschutes County - Bond to Renovate, Upgrade, Construct and Equip Library Facilities.
QUESTION:
Shall district issue bonds to upgrade facilities, increase space for community use/programs, children's discovery/learning, and books & technology?
SUMMARY:
This measure would authorize the Deschutes Public Library District to issue up to $195 million in principal amount of the general obligation bonds to renovate, upgrade, construct and equip library facilities.
If approved, this measure would finance capital costs, including projects that provide a new Central Library; provide a new Redmond Library expected to significantly increase square footage; and repair, modernize and upgrade Sisters, Sunriver, La Pine, Downtown Bend and East Bend Libraries.
The estimated tax rate is .34 cents per $1,000 of assessed value in 2021 when the first bond payment is expected to be due. A property with an assessed value of $200,000 would pay approximately $68 in 2021. Actual levy rate may differ due to actual interest rates and/or changes in assessed value.

Measure- 20-309 - City of Eugene, Oregon - Renewal of Five-Year Library Local Option Levy
QUESTION:
Shall Eugene levy $2,850,000/year for five years, beginning 2021-2022, to maintain the current level of library services? This measure renews current local option taxes.
SUMMARY:
If this levy passes the levy's funds will be used to maintain the existing level of library services that are currently funded by the 2015 levy. If passed this levy will (1) preserve 47 open hours/week across three locations added in 2015; (2) maintain the 1/3 increase in free programs for all ages; (3) maintain the Maker Hub area; (4) maintain increased off-site delivery of programs and outreach; (5) maintain/replace internet-ready devices at Bethel and Sheldon locations; and (6) maintain programing and upkeep of the Library Maker Van. The measure will require an annual report on spending that will be reviewed by the Library Advisory Board and made available to the City Council and the public. The levy will be $2,850,000 each year for five years for the total levy of $14,250,000. The estimated tax rate for this levy will be approximately $0.15 per $1,000.00 of property value. The typical Eugene taxpayer is estimated to pay an average of $37 per year over the levy's five-year period. Measure- 26-211 - Multnomah County - Expand, Renovate, Construct Library Branches, Facilities; Increase Safety
QUESTION:
Shall County expand, modernize, rebuild, acquire land for library facilities; issue $387,000,000 in general obligation bonds, with oversight, audits? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.
SUMMARY:
If approved, this measure would authorize up to $387,000,000 of general obligation bonds to finance capital costs to increase the size and update library facilities across the County. Specifically, the bonds are intended to: Enlarge and modernize eight county libraries, some in each part of the county. Build a flagship library in East County, similar in capacity to downtown's Central Library. Expand, renovate, or construct seven branch libraries, including Albina, Belmont, Holgate, Midland, North Portland, Northwest, and St. Johns. Add gigabit speed internet to all libraries. Create a central material's handling and distribution center to increase efficiency and cost effectiveness. Pay for furnishings, equipment, site improvements, land acquisition, and bond issuance costs. Bonds would mature not more than nine years from issuance and may be issued in multiple series. The County estimates the average cost to be $0.61 per $1,000 of assessed value over the term of the bond. Actual rate may vary. An independent bond oversight committee and annual audits will help ensure funds are used as intended.

Measure- 22-184 - City of Sweet Home - Sweet Home Library Five-Year Library Operating Levy Renewal
QUESTION:
Should the City continue the Library Operating Levy beginning in fiscal year 2022 to maintain current services another five years. This measure renews current local option taxes.
SUMMARY:
Renewing this five-year local option levy would extend the City of Sweet Home Library Services Operating Levy through June 2026.
This levy would begin July 1, 2021 with all revenues received used to provide continued funding for the City's Library. This five year levy would produce at its current rate of $1.17 per $1,000 of assessed value an estimated total of $2,383,820.29 from the following estimated annual authorizations to levy: $443,977.50 in 2021; $461,949.10 in 2022; $469,707.47 in 2023; $477,515.60 in 2024; and $530,670.62 in 2025.

QUESTION:
Shall Fern Ridge Library continue to levy $0.35 per $1000 assessed value for general operations for five years beginning 2022/23. This measure renews current local option taxes.
SUMMARY:
In May 2017 voters approved a local option levy of $0.35 per $1,000 assessed value to support the Fern Ridge Library District general operations. This measure renews at the same rate.
The current voter-approved local option levy provides funding for staff, library materials, and programs and services for our patrons. Without continuation of the revenue from this levy, the district will need to reduce budget by an estimated $350,000 dollars in the 2022-23 fiscal year.
At the rate of $0.35 per $1000 assessed value, the local options levy is estimated to raise revenue of $1,838,000 over the next five years, broken down as follows: 2022/23 $346,000; 2023/24 $357,000; 2024/25 $367,000; 2025/26 $378,000; 2026/27 $390,000.

QUESTION:
Should City of Stayton impose $0.65 per $1,000 of assessed value for operations for five years beginning in 2021-2022? This measure may cause property taxes to increase more than three percent.
SUMMARY:
The City of Stayton is seeking a five-year local option tax to continue funding of parks, library, and swimming pool programs.
The proposed tax will take the place of the existing four-year local option tax passed in 2016, which ends Fiscal Year 2020-21.
The levy is necessary to maintain current levels of service, operations, and assist with capital improvements for the Stayton Public Library, Stayton Family Memorial Pool, and local parks and trails.
The proposed rate will raise approximately $395,429 in 2021-22, $407,292 in 2022-23, $419,511 in 2023-24, $432,096 in 2024-25, and $445,059 in 2025-26 for a total of $2,099,388.
