Description:
The Knowledge Management Consultant plans, designs, develops, implements, and manages a variety of digital resources and knowledge management initiatives to create a holistic picture of research productivity at Kaiser Permanente. This includes prioritizing work and managing deadlines for multiple digital projects with competing demands.
Essential Responsibilities:
* Planning, Designing, and Leading New System Development: High level strategizing with key stakeholders to determine knowledge management needs related to research at Kaiser Permanente. Consultation with customers and IT project teams in order to assure implementation, operation and evaluation alignment with organizational knowledge management priorities. Works with VP and executive office team to determine system requirements and specifications. Negotiates performance expectations on behalf of the technical team and creates project work plans to match. Acts as IT liaison for technical requirements. Uses advanced knowledge of data sources and digital library/database technology to recommend approaches and solutions. Problem solves for issues encountered and selects methods and techniques for effective implementation. Provides final review and approval of technical procedures and processes prior to implementation.
* Managing and Enhancing Existing Systems and Resources: Designs work flows and oversees quality control. Develops procedures, documentation, manuals, policies, and other production processes. Conducts regular needs assessments, maintains usage statistics, and makes recommendations to leadership on changes to resources.Identifies and uploads content for digital library applications. Tests and maintains digital knowledge management applications and associated tools. Proactively promotes knowledge management resources and tools. Adopts metadata standards and assists with digital object and metadata creation. Maintains both internal and user documentation. Provides regular reports on progress and status. Oversees work of part time digital projects staff, writes reports, and develops and monitors project budgets.
* Collaboration and Communication: Conducts searches of the institutional repository on behalf of select users and advises others on search strategies. Partners with a variety of stakeholders to execute on accountabilities. Develops and implements tutorials, walkthroughs, and trainings about knowledge management resources for internal collaborators and stakeholders. Communicates progress and findings to customers via presentations, reports, and meetings. Promotes the use of applications and resources through advocacy, instruction, and outreach activities. Performs other duties and works on other projects and initiatives as needed.
Basic Qualifications:
Experience
* Minimum two (2) years of directly related professional library experience required.
Education
* Master's degree (such as MLS or MLIS) from an American Library Association-accredited institution OR six (6) years of experience in a directly related field required.
* High School Diploma or General Educational Development (GED) required.
License, Certification, Registration
* N/A.

* Project management skills including budgeting, staffing, and reporting.
* Extensive knowledge of digital library and repository principles and tools.

* Excellent organizational skills.
* Strong written, verbal, presentation and interpersonal skills to engage with stakeholders at all levels internally and externally.
* Organized self-starter, with strong investigative, time and task management skills and the ability to juggle competing priorities. Works under limited direction and plans own activities to accomplish objectives.
* Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
* Experience with data collection, analysis and metrics reporting.
* Experience managing multiple technology projects in a collaborative work environment.
* Experience managing DSpace institutional repository software.
* Professional work experience in a research, academic, or health sciences library.
* Awareness of emerging library technology and trends.
* Working knowledge of institutional repository practices.
* Working knowledge of bibliographic databases of the National Library of Medicine.
* Working knowledge of one or more descriptive metadata standards.
* Working knowledge of author identifier systems.
* Basic knowledge of digital preservation principles.
* Advanced knowledge of information management technology.
* Ability to maintain expertise in the rapidly changing field of digital resource management.
* Ability to quickly learn and adapt to new technologies.
