[Libs-Or] UPDATE: 2021 Oregon Public Library Statistical Report dataset - latest version released

Hello once again, Oregon Public Library community!

We've released one more updated spreadsheet (v1.2) today of the 2021 Oregon Public Library Statistical Report dataset:

This update fixes a few more minor issues that were recently discovered:

  *   Updated number of circulations to non-residents at Dallas Public Library (#660)
  *   Updates to E-Rate participation question (yes/no) #307 for several libraries
  *   Now includes Internet speeds for Salem Public Library locations not previously reported (#808 & #809)
  *   Updated revenue & expenditures for Chemeketa Cooperative Regional Library Services (#206, #308, #408, & #410a)
  *   Updated number of open hours for Klamath County Library's central branch (#816)

I'm hoping that this is actually our final, final version this year. Thanks for your patience with the State Library, and also a big thanks to those who have pointed out some of these issues. It takes a village.
