Technical Services Specialist
​Position closes January 21, 2022, at 10 pm Pacific Time.
Schedule:*   40 hours per week: Monday-Friday with some evenings and weekends as needed; Mandatory staff meetings once per month.
*Schedule and work location may change based on the needs of the Library
Starting monthly salary: $3,275.94
PURPOSE OF POSITION
The Technical Services Specialist assists in selecting, procuring, cataloging, and processing of all materials and collections for Deschutes Public Library (Library) customers.

ESSENTIAL JOB FUNCTIONS
§  Records Maintenance: Maintains the library catalog for discoverability and accessibility following existing national standards and local practices; ensures the integrity and accuracy of bibliographic, item, order, and check-in records; and performs de-duplication, corrects errors and problem solves discrepancies between records and the various software products used on a regular basis.
§  Reporting: Creates a variety of auditing reports and assessments for collection development, to aid in catalog records maintenance and to help analyze usage information to determine collection success.
§  Materials Processing: Prepares physical items for circulation fulfillment according to established procedures including but not limited to labeling, stamping, packaging, and programming and/or troubleshooting RFID tags; also includes de-selecting materials, updating, and/or deleting the appropriate records.
§  Customer Service: Promotes responsive customer service by quickly processing patron suggestions including purchasing, cataloging, monitoring holds ratios, and adjusting patrons holds as well as providing exemplary customer service in person, on the telephone, or via email.

SECONDARY JOB FUNCTIONS
§  Participates in library projects, teams, and committees as directed by manager.
§  Participates in continuing education and advanced training.
§  Orders departmental supplies and equipment as needed and directed by manager.
§  Participates actively in weekly and/or monthly meetings and assigned projects.
§  Participates in long-range plans, develops goals and objectives, and implements project plans.
§  Performs other duties as assigned.

EDUCATIONAL AND KNOWLEDGE REQUIREMENTS
The position requires a high school diploma, GED or equivalent with preference for associates degree or similar. Requires emergent overall skill level consisting of two to three years full-time experience working in a data entry environment. Equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the duties as described.

This position requires the following skills and abilities to be successful:
§  Experience with Integrated Library Systems including: Cataloging, Acquisitions, Serials, Data Exchange, Create Lists or Reports, Global and/or Rapid Updating processes and Statistics. Working knowledge of Circulation.
§  General knowledge of library metadata and metadata tools such as but not limited to MarcEdit, Connexion, TS360 and other vendor websites.
§  General knowledge of invoicing, accounting, budgeting, procurement, and/or purchasing practices.
§  Ability to perform job tasks effectively and efficiently.
§  Presents a positive image of the library through professional and courteous communication techniques.
§  Demonstrates success working independently and in a team setting.
§  Practices and uses sound conflict resolution methods, negotiation and problem-solving skills.
§  Ability to encourage and support diversity, inclusiveness and equity.
§  Ability to explain Library policies and procedures.
§  Ability to speak, understand, and write clearly and concisely; bilingual Spanish and English skills strongly desired.
§  Effective use of the integrated library system and the Library’s website.
§  Intermediate knowledge of PC applications for library operations including word processing, spreadsheets, email, Internet, chat, presentation software, SharePoint and data management.


PHYSICAL DEMANDS OF POSITION
While performing the duties of this position, the employee is continuously required to communicate by talking and listening, use of fingers and hands, repetitive motion and sitting. Frequently required to stand, walk, reach, and feel. Occasionally bend, stoop, grasp and rarely to feel, kneel or crawl. The position requires mobility, including the ability to move materials weighing up to 15 pounds on a regular basis such as files, books, office equipment, etc., may infrequently require moving materials weighing up to 35 pounds.

Manual dexterity and coordination are required over 75% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment. High volume environment with high accuracy requirements for numeric and alpha processing.

WORKING CONDITIONS
This level has a work environment that is well protected, with occasional hazards and/or obstacles. There is very little element of personal risk or hazard. Job conditions are stable, usually well managed, and very comfortable. Conditions may consist of the following:
§  Pushing/Pulling 100-pound carts
§  Close and distant vision with ability to adjust focus for accurate reading of low, middle, and high shelves
§  Reading for comprehension and direction (policies & procedures)
§  Work effectively with minimal supervision and self-directed learning
§  Handling multiple tasks effectively and efficiently in high volume environment that may require repetitive tasks
§  Speaking to share/respond, to maintain relationships and to convey instructions and/or direction
§  Considerable cognitive process to make effective decisions for interactions with public visitors
§  Various equipment includes computers with a keyboard and mouse, telephone, and other electronic devices to share documents, information and discussion
§  Travel to other district locations and/or to workshops/professional meetings/conferences
§  Encounters frequent new and varied work situations of moderate complexity

INTERPERSONAL CONTACTS
Contacts are made with public and staff members and contacts frequently contain confidential/sensitive information necessitating discretion at all times.

SUPERVISORY RESPONSIBILITIES
This position maintains their own work with review and direction. Supervision is not normally a responsibility of positions in this classification. Decisions are made within broad interpretation of applicable guidelines and Library policies and rules.
