[Libs-Or] Oregon Digital Library Consortium update

Good morning,

The Oregon Digital Library Consortium (ODLC)
<https://sites.google.com/site/odlccommittee/welcome-to-the-odlc> Governing
Board met in October and approved two bylaws changes. The revised bylaws
are attached.

*Article 3. Membership and Governance / Section 10. Joining the Consortium
/ a. *
New wording: ODLC membership is open to public, volunteer libraries that
provide public services to a community, and tribal libraries in Oregon.

This replaces the requirement that public libraries be established
according to ORS 357.410 and tribal libraries be operated by any of the
nine federally recognized tribes in Oregon.

There remains an application and approval process for libraries
interested in joining ODLC. Applications are due February 1 for July 1
start date and August 1 for January 1 start date.

Libraries interested in applying for ODLC membership may email me (please
indicate the size of your service population), and I will follow up.

*Article 8. Fiscal agencies for the Oregon Digital Library Consortium
(ODLC)*

   1.

   Invoicing, receivables, and billing are handled by the platform vendor
   as fiscal agent for ODLC.

new wording:
b. The ODLC Executive Committee will vote to determine the fiscal agency of
any other funds received by ODLC, including, but not limited to,
receipt/distribution of Library Services and Technology Act (LSTA) grant
funds managed by the State Library of Oregon.

This replaces wording that stipulated the Oregon Library Association
through the Public Library Division would act as the fiscal agent for LSTA
grant funds managed by the State Library. Note that OLA is and remains the
fiscal agent for LSTA funds that ODLC received for the 2023-24 fiscal year.
