Measure - 06-216 - City of Coos Bay - Bonds for Constructing and Equipping New Library
QUESTION:
Shall City of Coos Bay issue up to $30,000,000 general obligation bonds for a new Library? If the bonds are approved, they will be payable from taxes or property or property ownership that are not subject to the limits of sections 11 & 11b, Article XI of the Oregon Constitution.
SUMMARY:
This measure authorizes the City to issue general obligations bonds in a
principal amount not to exceed $30 million in principal for the costs to construct an approximately 33,000 square foot library. This new library replaces the existing structurally failing library at Anderson Avenue and is expected to include space for library collections, study and computer locations, as well as community meeting and age-specific programming spaces. Bond proceeds will be also used for capital costs, including equipment, such as computers, furnishings, site improvements, and costs of Issuing the bonds.
The City will seek supplemental funds, such as donations and grants. If the
City obtains supplemental funds, it may issue fewer bonds or use such
funds to pay the bonds and decrease the tax levy. If the maximum bond
amount is issued, the estimated annual tax rate is approximately $1.51per
$1,000 assessed value; actual levy rates may differ due to interest rates and
changes in assessed value. The bonds may be issued in series for not more
than 21 years.

Measure - 27-142 - City of Independence - Five-year levy supporting City library, museum and parks operations.
QUESTION:
Shall the City impose $1.82 per $1,000 of assessed value for five years
beginning 2025-26 supporting library, museum, parks operations? This measure may cause property taxes to increase more than three percent.
SUMMARY:
Independence is asking voters to decide on an operating levy<https://www.statesmanjournal.com/story/news/local/2024/08/19/independence-oregon-operations-levy-parks-museum/74789914007/> to make up for projected budget shortfalls, to fund the city's library, parks and museum.
Property owners would be assessed $1.82 per $1,000 of assessed value for five years. The levy would generate $1.1 million in the first year and grow to $1.2 million by the fifth year, raising a total of $5.9 million.
The city's library, parks and museum are funded through the end of the budget year, which ends June 30, 2025. Due to a projected revenue shortfall, city leaders said cuts would have to be made without the levy.

Measure - 04-229 - City of Warrenton - Deed Former Library Building and Property to VFW Post 10580
QUESTION:
Shall City Deed former Hammond Library Building and Property to Veterans of Foreign War, Fort Stevens Post 10580?
SUMMARY:
Passage of this measure will authorize the City to Deed the former Hammond library building and property to Veterans of Foreign War Fort Stevens Post 10580. The City supports veterans in our community and VFW currently holds a lese on the building. The passage of this measure will transfer ownership and responsibility for repairs and maintenance of the property to VFW. The Deed will include a reversionary clause for the property to revert back to the City in the event VFW ceases to operate as a VFW in the City of Warrenton.
