[Libs-Or] ODE Early Literacy Success Community Grants 2024-2027 RFA Open

Hello everyone,

Last spring, some of you participated in a virtual conversation about the early literacy needs libraries see and the early literacy services we offer for the Early Literacy Success Initiative<https://www.oregon.gov/ode/EarlyLiteracySuccessInitiative/Pages/default.aspx>. They also link to the Oregon Department of Education's Request for Grant Applications for Early Literacy Community Grants. Please note that "early literacy" is being used to refer to early elementary grade programming, which is different than how we typically use those words in libraries.

Additionally, our partners at the Oregon Department of Education asked us to share the below message out with the library community. This message includes links to the grant application process through Oregon Buys. Please note the RFA process may appear cumbersome. If you are interested in this grant application, your city or county may have used the Oregon Buys system for applying for state funds and may have folks able to help if you aren't sure about how best to proceed.

Dear Education Leaders and Literacy Partners,

The Oregon Department of Education's (ODE) Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the Request for Application (RFA) for the 2024-2027 Early Literacy Success Community Grants. The Early Literacy Success Initiative (HB 3198) charged ODE with implementing the School District Grants, Community Grants, and Tribal Grants to uplift and support literacy throughout the state of Oregon.

HB 3198 Community Grants allocation of $10 million targets $8 million to Communities and $2 million to the nine federally recognized Tribes of Oregon. The Community Grants program is housed in ODE's Office of Equity, Diversity, and Inclusion (OEDI) and will focus on three specific community-based goals:

  1.  Expand culturally and linguistically responsive early literacy programs for children in early elementary grades by:

  *   Encouraging family and caregiver engagement; and
  *   Providing research-aligned professional training and coaching for direct service staff in early literacy.
2.                       Develop and implement programs that engage parents and children in early elementary grades in early literacy and that are available equitably and statewide.
3.                       Provide high-dosage tutoring programs and training to tutors to qualify the tutors for instruction in a manner consistent with research-aligned literacy strategies.

The Community Early Literacy Framework<https://www.oregon.gov/ode/EarlyLiteracySuccessInitiative/Documents/Community_Early_Literacy_Framework_2024.pdf> (CELF) and the accompanying Guidebook<https://www.oregon.gov/ode/EarlyLiteracySuccessInitiative/Documents/Community_Early_Literacy_Guidebook_2024.pdf> are resources to support implementation of community-based early literacy programs throughout the state of Oregon.
