[Libs-Or] Public libraries with PayPal accounts

Hi all!

I'm looking to talk to any public library folks who have set up PayPal at
your library. WCCLS is looking to set this up for the payment processing
for BiblioFines, but we've run into a snag in documenting that they are
compliant with Oregon law, specifically ORS 295.098.

If you've set up PayPal for your library, I'd like to pick your brain about
how you got through this. Thank you!
