[Libs-Or] Public comment for proposed revisions to OARs that relate to public libraries

Greetings library community!

Public comment on the proposed revisions to the following OARs is now open:

  *   543-010-0035<https://secure.sos.state.or.us/oard/view.action?ruleNumber=543-010-0035> (Annual Reports)
  *   543-010-0036<https://secure.sos.state.or.us/oard/view.action?ruleNumber=543-010-0036> (Official Recognition of Public Libraries aka "minimum conditions")
  *   543-060-0060<https://secure.sos.state.or.us/oard/view.action?ruleNumber=543-060-0060> (Population Determination for Public Libraries)

The proposed rule changes do the following:

  *   Gather rules related to public libraries into a single division of rules.
  *   Provide common definitions for the rules.
  *   Clarify rules related to official recognition of public libraries by specifying that some public funding must come from local sources, which American Library Association documents public libraries must incorporate into their policies, and the timelines for the process.
  *   Update rules related to the public library annual statistical report and population determination to be consistent with current agency practice.

Public comments can be submitted in the following ways:

  *   Using the public comments form<https://www.cognitoforms.com/StateLibraryOfOregon/SubmitPublicComment>. Public comments submitted will be included on the State Library website and presented at the State Library Board meeting on October 24, 2025.

  *   Attending the hearing (in person or remotely) held during the State Library Board meeting on October 24, 2025, at approximately 9:05 AM. Public comments will close at the end of the hearing held at the State Library board meeting on October 24, 2025, at approximately 9:30 AM.
