The Board met on Thursday, April 28th and adopted new plan designs and rates for the upcoming 2011-12 plan year. For access to the rates and plan designs please click on the link below: http://oregon.gov/DAS/OEBB/ The Board made some significant changes to Providence Medical Plans 2 and 2A and ODS Medical Plan 4. Beginning October 1, 2011, these plans will have limited provider networks which means they will only be available in certain parts of Oregon. ODS Medical Plan 4 will be available in Multnomah, Clackamas, Yamhill, Clark, Marion, Polk, and Washington counties. Providence Plans 2 and 2A will require the use of medical home clinics and practitioners that are located in many, but not all areas of the state. Also, the Board voted to discontinue the following plans: * ODS Vision Plan 5 * ODS Dental Plan 5 * ODS Dental Plan 5/Ortho * Willamette Dental Plan 7/Ortho Alt 2 * Kaiser Dental Plan 7 * Kaiser Dental Plan 7/Ortho Alt 1 (Plan A) * Kaiser Dental Plan 7/Ortho Alt 2 (Plan B) * Kaiser Dental Plan 8/Ortho Alt 1 (Plan A) These plans will terminate on September 30, 2011, and will not be available for selection during EE Plan Management. This will mean some entities and/or employee groups may need to select different plans during this EE Plan Management timeframe to continue to offer choices to employees. We are making the necessary systems adjustments to implement the above changes and will open MyOEBB EE Plan Management on Friday, May 6th. Plan selection will go through Friday, June 17th. We ask that entities enter the MyOEBB Admin Module during this time to select new plan offerings for their employee groups or simply confirm existing plan offerings if no changes are necessary or desired. During this time OEBB staff will also be presenting these changes to Insurance Committees at meetings scheduled throughout the state and will be available to assist your educational entity with benefit plan selections. Message-ID: Dear Business Managers, Superintendents and Benefits Administrators: You may have noticed that the OEBB website has a new orange and blue color scheme to go with the new Oregon Health Authority logo in the upper right corner. A more subtle change you may also notice is that our web address www.oregon.gov/DAS/OEBB redirects to www.oregon.gov/OHA/OEBB . Any shortcuts or links to the old server will automatically redirect to this new server, so it shouldn't affect your day-to-day operations in any way. Why the change? The Oregon Educators Benefit Board will be "changing" July 1, 2011 from its current agency - the Department of Administrative Services - to the Health Programs Division of the Oregon Health Authority (OHA). OEBB's physical location and contact information will not change. Its virtual locations on the Internet have shifted, but current links and bookmarks will continue to work by redirecting. House Bill 2009 created the OHA in 2009 to move the state toward its goal of quality, affordable health care for all Oregonians. Report Mart will allow you to run reports that have been designed to assist you in your administrative tasks. * The first report we have added to Report Mart is the "Entity Plan Selection" report. We think it is important to provide information about the upcoming review as early as possible to ensure all of your employees are aware of the process and timelines. Attached is a copy of the communication we plan to send. Below is some additional information about the communication and process: Who will receive this communication: All OEBB members with one or more dependent covered on one or more of their OEBB plans. How the message will be delivered: 1) If the member has a personal email address in the MyOEBB system, the message will be delivered via email to that address. 2) If the member does not have a personal email address in the MyOEBB system, but they do have a work email address in the MyOEBB system, the message will be delivered via email to that work email address. 3) If the member does not have an email address in the MyOEBB system (neither personal nor work), OEBB will mail a hard copy of the message via USPS to the mailing address listed in the MyOEBB system. If there is no mailing address, it will be mailed to the residential address. When the messages will be sent out: We plan to send the emailed messages on Monday, May 23, 2011. Hard copy letters to members without email addresses should go out approximately 3-5 business days later. What you can do: 1) If you have any questions regarding this communication, please contact Jackie Cowsill, OEBB Communications Coordinator at Jackie.cowsill at state.or.us, or by phone (503) 378-5353. 2) If you are contacted by members who realize they are currently covering a dependent who does not meet the eligibility requirements, OEBB will allow entities to remove those dependents at the end of the month of the request using a QSC. You are not required to allow this, but it is an option OEBB will allow if your entity would like to let employees make these dependent changes prior to the next open enrollment period. We have attached a sample communication you can use as a template to communicate this option to your employees if you choose to do so. Why this is important: Joan Kapowich, Administrator of both the OEBB plans and the Public Employees' Benefit Board (PEBB) plans, reported to the PEBB board at its meeting yesterday, that in the initial phase of their dependent eligibility verification members removed 773 individuals from coverage which is estimated to save about $2.5 million going forward (a combination of lower total premium costs and lower claims costs). We hope that by providing this notice to you in advance of sending it out to employees, we can answer any questions you might have and work together to deliver a unified message to all of the OEBB members.
