We have made it clear that this is extremely poor timing with Open Enrollment wrapping up, so we hope they are able to fix the problem soon. Wow, over the last month we have processed over 37,000 open enrollment changes. OEBB wants to ensure these changes reach our carriers timely so they are able to update records for coverage starting October 1st. OEBB will be putting both the MyOEBB Admin and Member Modules under system maintenance to process our open enrollment HIPAA files using the below schedule. * Sunday, September 16th - We expect the systems to be down for most of the day to process files. * Friday, September 21st starting at 8 P.M. - We expect the systems to be down for about one hour. * Friday, September 28th starting at 8 P.M. - We expect the systems to be down for about one hour. * Sunday, September 30th starting at 8 P.M. - We expect the systems to be down until 8 A.M. We do not want any employees to go without insurance for any period of time. Therefore we ask you to consider assisting your employees that missed on-line open enrollment to ensure their families have appropriate coverage effective October 1st. The MyOEBB Member Module will not be available, but the MyOEBB Administrative Module can be used following the schedule below: * September 17th through September 30th - OEBB set MyOEBB up with an Open Segment in the Enrollment Management program specifically to allow entities to easily enroll employees. This feature will be available through September 30th. When you use the Open Segment you do not have to assign a QSC to an employee to accommodate changes. Please remember to use a New Hire QSC when appropriate to avoid an 12-month wait on Dental and Vision plans. Proactive steps to enroll members using this Open Segment before October 1st will minimize the worry for employees and the workload for office staff. * October 1st through October 31st - Your administrative office will be able to assign an "Open Enrollment" QSC to back date coverage effective October 1st. Make sure to use a "QSC Event Date" of 9/30/2012 to ensure a "Coverage Effective Date" of 10/01/2012. Again, OEBB encourages your entity to assist employees not currently enrolled in insurance benefits using the Enrollment Management program in MyOEBB, but this is an entity's choice. Please note that OEBB has specified in our Post Open Enrollment mailings for members to contact their entities by Friday, October 12th of any errors on their benefits. * November 1st - Employees not enrolled in benefits as of November 1st will need to contact OEBB to formally appeal their right to enroll in benefits. This appeal process will start in the benefits office. We sincerely hope to see all employees with insurance, but OEBB will continue to respect the authority and decisions of educational entities as we have in past years. Our OEBB team stands ready to assist your entity with any enrollment issues or questions during the coming months as well as throughout the year. Thank you for your continued cooperation.
