Hello and welcome to open enrollment for the 2019-20 plan year!
I hope everyone is ready for the next month. I'm recapping our timeline below and have also attached a PowerPoint of our "OEBB HELP plus OE 2019" that was presented in the last BIE Meeting. (If you missed that meeting, you can watch the full recording here: https://webinars.on24.com/OHA/BIE0619)
But, here are a few tips from the presentation:
SB 1067 and HB 2266
HB 2266 reversed the SB 1067 laws that would have stopped OEBB and PEBB members from receiving double medical coverage and opt out incentives. So, there are "NO CHANGES" to double-coverage or opt-out incentive rules for this upcoming plan year.
Change of Employment (this includes active to retiree status)
Remember if you do a Change of Employment, members cannot enroll in the Member Module until you save the QSC. You will need to complete the Change of Employment QSC in the Administrative Module first. This means saving the QSC. Then, the member can do Open Enrollment in the Member Module selecting the plans they want for the new plan year.
Termination-Do it Right!
OEBB mass-terminated all Medical, Dental and Vision plans effective September 30, 2019, but if you have an employee that is really terminating and not coming back, you must still create the "Term All" QSC and process them correctly (even though their plans are already ending September 30). The "Term All" QSC sends them to the COBRA approval page, which makes sure they receive COBRA paperwork, a mandatory requirement under Federal law.
Mass Lock Out
Your entity may want to shut down OE earlier than September 15th. Here's what you need to do and know.
* You have to lock everyone out; you can't just lock out one employee group (unless you want to do it manually :().
* You have to communicate the new deadline to your employees and OEBB. OEBB will not communicate this deadline to your employees but it will help our staff understand their situation if they call us.
* You can lock your entity out in MyOEBB by selecting Security Setup, Mass Lock, enter OE Deadline and Date.
Resetting Password
You can reset Passwords for your employees using either of these two methods in the MyOEBB admin module:
* Security Setup-Administrator-Reset Password twice-Save
* Member Management-View/Modify Members-Reset Password twice-Save
Don't Do Enrollments!
Don't do enrollments or changes for your employees unless you have a form or email. The email needs to be very specific about their plan and dependent selections. The forms should be OEBB forms. Keep this documentation! Never sit at a computer and have members sit next to you while you do their enrollments. Enrollments must be done under their log in or you must have a form or email from the employee if done under your log in.
OEBB Timeline
Thursday, August 15th through Sunday, September 15th OEBB Open Enrollment - Employees can enroll in plans, drop plans and add/drop dependents. Early retirees can continue coverage by re-enrolling in healthcare plans and can drop dependents.
Members should also use this time to:
* Enter addresses for out-of-area dependents
* Voluntarily submit SSN/ITIN for dependents enrolled in medical coverage
* Indicate Medicare eligibility due to age or disability
* Ensure only eligible dependents are active in MyOEBB and included on the desired plans
* Review and/or update personal information and beneficiaries
* Identify ethnicity and race for themselves and any covered dependents
OEBB's phone hours will be extended during Open Enrollment Monday-Friday 7:00 a.m. - 6 p.m. The OEBB office will be closed weekends and holidays, including Monday, September 2nd for Labor Day and Saturday/Sunday, September 14th and 15th (last two days of open enrollment).

Saturday, August 31st to Sunday, September 1st OEBB will bring both MyOEBB Administrator and Member modules down at approximately 8 p.m. to run monthly files and process invoicing. We expect the system to be back up on Sunday, September 1st at around 9 a.m. Please let your employees know about this down time. Also, please try to avoid mass lock outs and enrollment meetings during this timeframe. Please note that this is a regular process that occurs each month.
Monday, September 23rd OEBB will pull live data out of the MyOEBB system to produce notification letters for those "late enrollee" members and dependents subject to the 12-month waiting period on dental plans. We anticipate this letter to hit mailboxes of those affected members no later than Tuesday, October 1st.
Monday, September 30th Final day for entities to update member enrollments without using a QSC.
Tuesday, October 1st The 2019-20 plan year starts.
Tuesday, October 1st to Thursday, October 31st We ask entities to make corrections to employees' enrollments during this time frame without sending them to OEBB for corrections. OEBB will provide a form that members may use and submit to their entities during this time. Please us the "Correcting Processing Errors" QSC to make these changes.
Friday, November 1st to Tuesday, December 31st OEBB will be reviewing appeals directly during this time period. We will work with the employee, entities, and carriers (when appropriate) and within our Administrative Rules (OARs) to make decisions. OEBB is usually more lenient during this time period.
Wednesday, January 1st to Wednesday, September 30th OEBB reviews appeals during this time period. Appeal decisions are made on a case-by-case basis.
