[MyOEBB] OEBB - New System Process and Membership Request

MyOEBB system updates myoebb at listsmart.osl.state.or.us
Fri Jan 17 16:14:07 PST 2020

Good afternoon,

First, we wanted to update you on a new process in MyOEBB that we think you will be super excited about! You asked and we listened!

New Process for updating Salary and Addresses in MyOEBB now available.

This new Salary/Address File will only update salary and/or addresses. The new Salary/Address Update File is different from the PERM File Format. This will update just the salary and/or addresses. There are fewer required fields to submit the file. If you need to add new employees or terminate employees you will need to use the original PERM File.

You can find the document that shows the file format and also a file template on the OEBB web page under Administrator Resources.
https://www.oregon.gov/oha/OEBB/Guides/Salary-Address-Update-File-Format.pdf

If you need assistance with this new process, please contact OEBB Member Services by calling 888-469-6322 (ask for Debbie) or email at oebb.benefits at state.or.us<mailto:oebb.benefits at state.or.us>

Second, we are looking for members to fill our Rules Advisory Committee (RAC) Membership list. See below for more information and how you can sign up (if you are interested, of course).

OEBB Oregon Administrative Rules (OARs)

OEBB is part of the Oregon Health Authority, and we are Chapter 111 under the Secretary of State's office. All permanent or temporary rules can be found on the Secretary of State's website.

OEBB's rule adoptions, amendments or repeals likely affect you, since you are an educational entity or local government employee and an OEBB member. This means YOU are a stakeholder! We are looking to fill our Rules Advisory Committee (RAC) membership list.

Rules Advisory Committee (RAC) - RACs are used to seek public/stakeholder input during the development of proposed rules and on fiscal impact (the cost to comply with the rule text itself). The RAC must convene before filing Proposed Rules with the Secretary of State to adopt, amend, or repeal an administrative rule. They consist of 7 representatives of those affected by the rules. A RAC's role is advisory only, it is agency policy to host a RAC for each rulemaking and consider RAC input.

Who is on the RAC? - One representative per organization may participate as a RAC member. We are looking for representation from the entire population affected by rulemaking (think all regions of Oregon).

How does it work? - Meetings are typically a 1-2-hour time commitment. Conference call or video conferencing is available. OEBB will invite different stakeholders for each filing. Others are welcome to observe either by phone or person, however space may be limited.

If you are interested in being on OEBB's RAC membership list, please email OEBB Rules Coordinator, April Kelly at April.R.Kelly at state.or.us<mailto:April.R.Kelly at state.or.us> . Use "RAC Membership" in the subject line.

If you are interested in following OEBB's rulemaking, email April Kelly and you will be added to OEBB's interested parties list.

If you decide to participate as a RAC member as the need for rule changes occur, I will contact you and invite you to participate on our RAC.

We hope you enjoyed the holidays and look forward to working with you all in 2020!
