Dear OEBB Benefits Administrators, Superintendents, and Business Managers:
We have received some questions about how the new Paid Leave Oregon law will affect you as an employer.
OEBB will not administer the new Paid Leave Oregon benefit plan. Visit the Paid Leave Oregon website<https://paidleave.oregon.gov/employers/Pages/default.aspx#:~:text=does%20it%20work%3F-,Employers,-If%20your%20business> to learn how the program will impact you.
Employers have two options:
1. Select the State plan that the Oregon Employment Department (OED) will administer,
or
2. Provide your own equivalent paid leave program for your employees.
If you choose Option 2, you may choose to provide an equivalent plan yourself or through a vendor. The Standard has shared that they will be offering a private plan option. For more information about their plan, contact them directly by calling (866) 756-8115 David Knox at 971-321-7833 or 1-800-521-8780, or sending an email to OEBB_ORPFML at standard.com. Please note, OEBB is not familiar with your specific contracting and procurement requirements and rules. We make no representations regarding your contracting authority.
Contact your own consultant or legal counsel to ensure your organization complies with the law.
We are actively seeking clarification on how Paid Leave Oregon will interact with OEBB's disability plans. Paid Leave Oregon benefits will not be payable until September 2023. The OEBB Board will be exploring options to ensure OEBB members are able to balance any overlap of OEBB disability coverage and Paid Leave Oregon coverage for September 2023. We will keep you informed as we learn more.
