The Board is aware that many mental health practitioners are fatigued with mask wearing mandates.  We want, however, to remind you that as health care providers we enjoy the benefits of that designation, including the ability to bill insurance, to obtain vaccinations along with other health care providers, and to work in a variety of health care settings.  With these benefits comes great responsibility.  As designated healthcare providers, we fall under the most recent OHA Guidelines<https://govstatus.egov.com/OR-OHA-COVID-19> for healthcare settings including the requirement that both clinicians and clients are currently required to wear face coverings.  OHA and OSHA are reviewing the mask mandate and will notify OBOP if that status changes; until then, the mask mandate remains in effect.
BOARD RULEMAKING NOTICE
Please find attached the following rulemaking documents from the Board of Psychology.

  1.  Notice of Proposed Rulemaking
Rule Caption: Application approval process and Board ordered conditions.
Rule Summary:
Amend OAR 858-010-0020: This amendment removes the requirement that applicants must satisfy any conditions ordered by the Board, including payment of any civil penalty, before the Board will approve the application.
The agency requests public comment on whether the options should be considered for achieving the rule's substantive goals while reducing negative economic impact of the rule on business.  Please email your comments to laree.felton at mhra.oregon.gov<mailto:laree.felton at mhra.oregon.gov> or mail them to the Board's office at 3218 Pringle Road SE, Ste. 130, Salem, OR 97302.  All comments must be received no later than 5:00 p.m. on April 26, 2022.

  1.  Permanent Administrative Order (filed & effective 3/14/22)
Rule Caption: Compliance with the Oregon Health Authority's COVID-19 requirements.
Rule Summary:
Adopt OAR 858-020-0116: This new rule sets forth that failure to comply with any applicable provision of an Oregon Health Authority COVID-19-related rule constitutes unprofessional conduct.  Violations are subject to Board sanction.
