Notice: Board Proposed Rulemaking, Public Comment Period Open
Please find attached two rulemaking notice documents from the Board of Psychology.
Rule Caption #1: Amends psychologist educational requirements to accept programs accredited by the Psychological Clinical Science Accreditation System.
Rule Summary
Amend OAR 858-010-0010: Sets forth that possession of a doctoral degree in psychology that is programmatically accredited by the Psychological Clinical Science Accreditation System satisfies the educational requirements for licensure as a psychologist in Oregon.
Need for the Rule(s)
The Psychological Clinical Science Accreditation System sets strong standards for rigorous scientific training, evidence-based assessment and intervention, and research-informed practice.  It requires clear outcomes showing graduate success. This proposal is endorsed by leadership at all four of the Oregon universities that currently offer psychology Ph.D. programs.
Rule Caption #2: Implements Servicemembers Civil Relief Act by establishing new servicemember portability licensure requirements.
Rule Summary
Adopt OAR 858-010-0057: Establishes new servicemember portability application process and requirements for licensure as a psychologist.  Includes definitions, items required for application, criteria for initial and continued licensure, license duration, and scope.
Need for the Rule(s)
The Board must implement the Servicemembers Civil Relief Act (SCRA) as amended- federal law that allows servicemembers and their spouses to continue practicing their professions in new jurisdictions without completing the typical licensing requirements when they relocate due to military order and provided they meet specified criteria.
Public Comment
The agency requests public comment on whether other options should be considered for achieving the rule's substantive goals while reducing negative economic impact of the rule on business.  Please email your comments to laree.stashek at mhra.oregon.gov<mailto:laree.stashek at mhra.oregon.gov> or mail them to the Board's office at 3218 Pringle Road SE, Ste. 130, Salem, OR 97302.  All comments must be received no later than 5:00 p.m. on August 27, 2025.

On July 11, 2025, the Board filed three Permanent Administrative Orders for the following rule amendments (effective July 11, 2025):
Repeals OAR 858-010-0037, supervised work experience for psychologist associate licensure.
Repeal OAR 858-010-0037: Repeals the rule describing the supervised work experience that was required for licensure as a psychologist associate.
Implementing SB1557, prohibiting licensees from denying services to youth on basis of intellectual/developmental disability.
Adopt OAR 858-010-0301: Prohibits Board licensees, residents, and temporary practitioners from denying any individual under the age of 21 years access to mental health assessment, treatment or services on the basis that the individual also has an intellectual or developmental disability.
Board member compensation and expense reimbursement; Board record maintenance.
Amend OAR 858-010-0005: Sets Board member compensation equal to ORS 171.072(9) for performance of official duties, which is in addition to other allowable reimbursement for travel or other expenses.  Allows members to decline compensation or reimbursement of expenses.  Updates the rule pertaining to maintenance of Board records.
