	Re: Draft of English Proficiency Attainment Collection

	The No Child Left Behind (NCLB) Act requires that we assess the
progress in English language proficiency by Limited English Proficient (LEP)
students. Based on the schedule school districts now face, to have the data
available for the next federal report due on September 1, 2003,  we must ask
that these data be submitted to ODE by July 10, 2003.  Given the short time
frame, we believe that using the attached draft spreadsheet will expedite
the submission.   However, we are very interested in making this collection
as easy as possible for districts.  Please provide feedback if you note any
means by which we may make the process more efficient.  Absent any changes
suggested by districts, this spreadsheet will be available for download on
May 1, 2003 from the district web site.
