Title IID Enhancing Education Through Technology Assessment

Over the course of the last eight months, ODE has worked with the Ed Tech Evaluation Stakeholder Group to discuss the evaluation of educational technology for students, teachers and schools.  We conducted an itemized review of the Simple Assessment tool used last year as a pilot to collect data on both student technology literacy and teacher technology literacy.  The group also reviewed another tool developed and used by the Florida Department of Education.  The recommendation from the Ed Tech Evaluation stakeholder group was to use the Florida tool for state data collection because it was more closely aligned with the Oregon Educational Technology Standards.

ODE has been in negotiations with Florida to make the Student Technology Literacy tool available to all Oregon Districts at no cost.  Availability of the tool was delayed when the Florida Department of Education underwent a change in staffing.  This tool will now be available for use from January 31 through June 30, 2011.  Our plan for 2011-2012 will be to open the tool from September through June.


At this time, there are only 19 districts in the state receiving Title IID:  Enhancing Education Through Technology Competitive Subgrants.  These are the only districts required to report on use of Title IID funds.  In addition to evaluation of their specific projects, these districts will need to evaluate the technology literacy of their eighth grade student population. These districts are:

5.      Eagle Point

6.      Eugene

7.      Forest Grove

8.      Hood River County

9.      Jefferson County

10.  Klamath Falls City

11.  McMinnville

12.  Mt. Angel

13.  North Clackamas

14.  Ontario

15.  Salem-Keizer

16.  South Lane

17.  Springfield

18.  Sweet Home

19.  Woodburn


All other districts are welcome to use the Florida Tool to assess student technology literacy for their own purposes.  We will not be using this as an online tool to evaluate instructional personnel and do not have a tool for this purpose at this time.  Data on student technology literacy will be used in part for federal reporting purposes, but more importantly, provide valuable information for future planning, and coordination with other educational organizations.

I will be meeting with the Data Collections Committee on Thursday, February 3rd to respond to questions.  Instructions for using the Florida tool will be provided at that meeting and made available on the ODE website at: http://www.ode.state.or.us/search/page/?id=1879
