Both hearings are for permanent rules. The first rulemaking hearing is about the transfer of the renewable manufacturing portion of the BETC program to the Oregon Business Development Department. House Bill 2523 moves the renewable energy resource equipment manufacturing incentive program from ODOE to OBDD. Among other things, HB 3672 phased out the BETC program and created three new smaller business energy incentive programs, which are not the subject of this rulemaking. The Oct. 21 hearing is about the part of the bill that provides a process so applicants can demonstrate "beginning construction before April 15, 2011." That date is in the legislation for the purpose of extending the time allowed to receive final tax credit certification for a facility. Both hearings will take place at ODOE's main office in Salem (625 Marion St. NE).
