Final RETC rulemaking hearing is Nov. 23

SALEM - The Oregon Department of Energy will hold a public hearing on November 23 concerning legislative changes to the Residential Energy Tax Credit program. The hearing will begin at 9:30 a.m. at ODOE's main office (625 Marion St. NE) in Salem.

This will be the final hearing for permanent rule changes to RETC as a result of 2011 legislation. House Bill 3672, among other things, directed ODOE to:

* Eliminate tax credits for energy efficient appliances (refrigerators, dishwashers, and clothes washers), air conditioners and boilers,

* Eliminate tax credits for alternative fuel vehicles and vehicle-conversion equipment, and

* Cap tax credits for third-party alternative energy device installations.

The current draft rules can be found on the ODOE website at: http://www.oregon.gov/ENERGY/CONS/Rulemaking2011-RETC.shtml

The public comment period for these new rules ends November 30. Comments can be submitted to: retc.rulemaking at odoe.state.or.us<mailto:retc.rulemaking at odoe.state.or.us>.

Qualifying systems and equipment that will still be eligible for a RETC include:

*         Solar and wind systems

*         Ground-source heat pumps

* Highly-efficient furnaces and heat pumps

*         Premium-efficiency woodstoves

*         High-efficiency water heaters

To request an interpreter for the hearing impaired, or accommodations for persons with disabilities, please contact ODOE at least 72 hours before the meeting at 1-800-221-8035 or fax 503-373-7806. TTY users should call the Oregon Relay Service at 711.
