Energy Incentive Program Fee hearing scheduled for Dec. 19



SALEM - The Oregon Department of Energy (ODOE) will hold a public hearing on Dec. 19 to take public input on the proposed fee structure for the new Energy Incentive Program (EIP). HB3672 that passed during the 2011 Legislative Session created the new program to replace the Business Energy Tax Credit (BETC).



The following proposed program fees will be discussed at the EIP hearing:

§  Renewable Energy Development Grant

Application Fee: $200

Technical Review Fee: 1.05% of project cost



§  Conservation Energy Incentive Program

Informational filing fee for Small Premium Project (SPP) under $20K: $60

Application Fee: $200 (not charged to SPP projects)

Technical Review Fee: 0.55% of project cost (not charged to SPP projects)

Final Review Fee: 0.5% of project cost



§  Transportation Energy Incentive Program

Application Fee: $200

Technical Review Fee: 0.55% of project cost

Final Review Fee: 0.5% of project cost



§  Pass-through Participation Fee

Fee for pass-through transactions with ODOE assistance:

Energy Incentive Programs: 1% of tax credit amount (maximum fee $25,000)

BETC Program: 0.5% of tax credit amount (maximum fee $25,000)

Fee for pass-through transactions without department assistance:

Energy Incentive Program and BETC Program: $100 per tax certificate issued



§  All Incentive Programs

Re-Inspection Fee: $400 (also applies to the BETC program; projects that have not received final certification).

Amendment Fee: $300

The hearing will take place at ODOE's main office in Salem (625 Marion St. NE) beginning at 9:30 a.m.
