Division 5 - Procurement and Contracting for Benefit Plans and Services - Amendments in this division clarify that the DOJ Model Public Contract Rules apply when OEBB's and DAS' procurement and contracting rules do not. In addition, amendments made to Division 5 have been updated to reflect the more detailed standards now found in the states public contracting and procurement rules and statutes. A public hearing on these rules will be held on January 20, 2011 at 10:00 a.m. in the OEBB Boardroom at the DAS General Services Building, 1225 Ferry Street SE, Salem, Oregon. You can also provide written comments. Written comments can be emailed to April Kelly at april.kelly at state.or.us or mailed in hard copy to: April Kelly, Oregon Educators Benefit Board, 1225 Ferry Street SE, Suite B, Salem, OR 97301. All public comments must be received no later than 5:00 p.m. on January 31, 2011 to be considered during the rulemaking process. Any comments received after January 31, 2011 will not be reviewed or considered by the OEBB unless the OEBB decides to extend the public comment period to everyone. OEBB is doing this as a maintenance procedure. Documents from October 1st forward will remain in Document Management. Please take the necessary actions to retain any needed documents prior to January 8th. After the purge OEBB will not be able to recreate these documents.
