From oebbbusman at listsmart.osl.state.or.us Mon Aug 1 14:00:21 2011 From: oebbbusman at listsmart.osl.state.or.us (Business Managers-OEBB) Date: Mon, 1 Aug 2011 14:00:21 -0700 Subject: [OEBBBUSMAN] OEBB - Special Information Distribution During Open Enrollment Message-ID: Dear Superintendents, Business Managers and Benefits Administrators: In preparing for the 2011-12 open enrollment period, we would like to have more information available to employees as they make their benefit decisions for the upcoming plan year. In years past we have mailed packets to employees' home addresses that included an overview of any changes to the benefits program and plans and very high-level plan and benefit information. We will be sending these packets out again this year and have told the carriers that they can send out supplemental information individually if they would like to do so. We anticipate both the OEBB packet and any information sent by the individual carriers should begin showing up at employees' home addresses sometime during the week of August 8, 2011. One of the main reasons we asked carriers to consider sending additional carrier-specific material directly to employees is to try to ensure every employee understands the options available well enough to select the plans and/or coverages that best meet the individual's and/or family's needs. This is especially important for those employees who have medical plans available to them that represent an organized system of care (i.e., the Kaiser and Providence medical plan options and ODS Medical Plan 4). While the Kaiser plans and system of care have been a part of many entities' benefit offerings for years, the Providence Medical Home plans (2 and 2A) and ODS' Community Care Plan (ODS Medical Plan 4) will be a new concept in health care for many educational employees beginning October 1, 2011. Additionally, the number of employees with access to the high deductible health plan (ODS Medical Plan 9) and a health savings account (HSA through U.S. Bank) will more than double effective October 1. With all change, education and the resulting knowledge is key to success. The additional information will be limited to no more than a two-sided 8x11 page of information that will focus on the main points a person needs to know to be able to make a good decision of whether the coverage or plan will meet their needs. It may also provide some additional information about the value-added resources available through the specific carrier. If the optional benefit carriers (Unum and The Standard) choose to send out the additional material, it may also include the rates for plan offering(s). We have also extended the opportunity to Reliant Behavioral Health (RBH) so employees with an employee assistance program (EAP) benefit available to them are reminded of this very valuable, but often forgotten, benefit provided by you, their employer. We understand there will be some employees that would prefer not to receive any more unsolicited mail. However, we believe that most recipients will be happy to have more-specific and detailed information about the plans and carriers as they consider their coverage options for the 2011-12 plan year. We hope these mailings do not result in many, if any, calls to entity staff. Please feel free to encourage any employee that does contact you to call the OEBB Member Services team at 888-469-6322 or by email at OEBB.benefits at state.or.us. Please let me know if you have any questions or concerns. Thank you. Sincerely, Denise L. In response to some questions we've received since then: 1) The additional carrier-specific material will only be mailed to those employees who have that carrier's plan available to them for 2011-12. For example, if an employee does not have a Kaiser plan available as one of their options, they will not receive additional materials from Kaiser. 2) Our mailing schedule for the Open Enrollment packets included some buffer time to allow for unforeseen delays. Luckily, things went smoothly and the packets have already begun to go out in batches. Some employees have already received their packets and they should all be postmarked no later than August 5th. As a reminder, electronic copies of the Open Enrollment materials are available on the Entity Resources page of our website: http://www.oregon.gov/OHA/OEBB/entity/eeResources.shtml. Please feel free to encourage employees to contact OEBB directly for assistance. Our Member Services staff can be reached by phone at 1-888-469-6322, or via e-mail at oebb.benefits at state.or.us. The results of this study will be valuable in understanding how enrollees make their choices and what OEBB can do to help employees decide which medical plan best meets their and their families' needs. In order to perform this assessment, we need to gather data on the contributions that districts make to their employees' health insurance options. The purpose of this very brief survey is to gather that information. We are looking in particular to gather data on your contributions over the 2008 through 2011 period that OEBB has been in place. Ideally, we would like to get a copy of the actual contract for each employee group for each year identified that describes the entity's insurance contribution policy. You can mail or scan/email either the entire contract, or just the page(s) that describe what the district contributes toward insurance. Scanned documents can be emailed to: OEBB.Board at state.or.us . Or, you can send hard copies of the documents to: Denise Hall, Oregon Educators Benefit Board, 1225 Ferry Street SE, Suite B, Salem, OR 97301-4278 However, if it is easier for you, or if you would prefer, you can simply fill out the attached short survey for each employee group and email your response(s) to: OEBB.Board at state.or.us If you have any questions regarding the information being requested in the survey, you can email Jon Gruber at: gruberj at MIT.EDU . For questions regarding OEBB's participation in the study, you can call Denise Hall, OEBB deputy administrator, at 503-378-5133, or email Denise at: denise.hall at state.or.us . Thank you in advance for your assistance in gathering the information necessary to complete this valuable assessment. Sincerely, Joan M. Kapowich, R.N. You will find this new feature on the left hand navigation of the MyOEBB Admin Module. Report Mart will enable you to run reports that have been designed to assist you in your administrative tasks. Below is a list of reports that may help you through this open enrollment time period. * "Entity Plan Selection", this report is intended to be a tool for you to use during the plan selection period and open enrollment. * "No Medical Dental or Vision", use this report to identify subscribers who's plans have ended either because the Entity did not select that plan this plan year or because OEBB ended the plan based on plan change decisions made by the Oregon Educators Benefit Board. * "Entity Salary Report", this report lists all eligible subscribers and their current salary and future salaries. If a subscriber does not have a salary the subscriber is listed with no salary. * "Subscriber Lock Out", this report will list any subscribers who have an account that is currently locked. * "Entity Subscriber Address", this report lists the residential and mailing address the subscriber has listed in the system. * Please see the attached document for instruction on how to access and navigate through Report Mart. We will be designing new reports and adding them to Report Mart. Please check the link often for new reports. You are welcome to send your suggestions and/or comments about the reports to OEBB.Reports at state.or.us. You can review the postcard on the ?Entity Resources ? page of our website. For your convenience, here is a direct link to the pdf file: http://www.oregon.gov/OHA/OEBB/docs/OpenEnrollment/2011/TermingPlansPostcard.pdf Some notes about this mailing: * This postcard will not be sent to members whose employment terminates September 30, 2011 or earlier, only to those members with active employment records on October 1, 2011. * Each employee will only receive one postcard, even if they have multiple plans ending (e.g., medical and dental). * The data for this mailing was pulled prior to Open Enrollment, so some members may have already logged in this week and enrolled in a new plan for 2011-12. In that case, the member can disregard the postcard. It is simply meant to be a friendly reminder for those who have not done so yet. Also, in case you haven?t seen them yet, these other items are now available on the OEBB website: On the ?Forms? page - ? Revised New Hire Enrollment Form ? Revised Open Enrollment Change Form ?
