Newly Enrolled Entities New entities are welcome to enter this project in the October 1, 2010 actuarial valuation cycle. Entities which have never had a valuation previously, or who have used a different provider (including OSBA valuations), should use the New Clients instructions on the OEBB web site whose link is shown above. Some transition work will be needed to get new clients "up to speed" on the valuations and reporting process. Milliman will fit this transition work into its basic GASB 45 valuation price (no additional charges), provided that the client and its auditors provide all needed information on a timely basis and agree to Milliman's transition proposals. If the client or its auditors want additional transition services, Milliman can provide those services on a time and expense basis. Valuation Prices for October 1, 2010 Valuations Valuation prices are governed under the Actuarial Services Agreement found on the OEBB web page. The Actuarial Services Agreement specifies cost of living adjustments. Milliman has voluntarily waived those adjustments for the 2010 valuation cycle. An "early bird" reduction of 3% of fees will apply to entities which enroll in services by June 24, 2011. (If for budgeting reasons you wish to pay in early July 2012, please let us know.) We recommend you use the online fee estimator to determine the cost of the 2010 valuation report. The reductions to the valuation prices described in the Actuarial Services Agreement are voluntary on Milliman's part. The terms of the Actuarial Services Agreements between Milliman and our clients remain in effect. Future years' valuation prices may be adjusted up or down, not to exceed the amounts specified in those Actuarial Services Agreements. 2010 Valuation Report Contents A sample 2010 valuation report can be found on OEBB's GASB 45 web page (see link above). The disclosures in the 2010 report will be projected for fiscal years ending June 30, 2011 and June 30, 2012. The two years of projected results reflect that these are generally biennial valuations (i.e. the next valuation date is scheduled to be October 1, 2012). The projections will be based upon the final accounting decisions which your Employer made for the June 30, 2010 disclosure. Timing of Reports Milliman intends to prepare the 2010 valuation reports in two batches. The first batch is for Districts who enroll for GASB 45 services on or before June 24, 2011. Barring unforeseen challenges, the final reports for this batch should be delivered by approximately August 15, 2011. The second batch will be delivered in Fall 2011. Employers may contact Milliman at any time to start work on this batch. We are aware of the December 31 deadline for filing CAFRs, and we should be able to prepare a timely report for any entity enrolling in services by October 31, 2011. ODS uses the Oregon Prescription Drug Program to provide pharmacy services to OEBB members. This year they've renegotiated contracts and Walgreens was the only group to not sign the contract. Walgreens would not accept the rate that all the other pharmacies agreed to. Today ODS will mail the attached letter to 5,329 employees who have used Walgreens in the past 6 months. We are working closely with ODS and our customer service staff to anticipate questions and ease the transition for our members. In addition to offering health, dental, vision, life, disability, AD&D, and long term care coverages and an Employee Assistance Program, we will be introducing OEBB's newest partner in providing options to meet entity and employee benefit needs - U.S. Bank will be the preferred vendor for health savings accounts (HSAs) beginning October 1, 2011. Many of you arrange for open enrollment meetings and/or benefit fairs so employees can learn about benefit and plan changes in addition to new plan offerings available at your educational entity. OEBB staff will be available to provide an overview of program and plan changes for the 2011-12 plan year, including more information about the dependent eligibility verification review. In our efforts to continue to educate our members about health care coverage, we will also spend some time explaining the steps and process of comparing health plans to help employees select the medical and/or dental plan(s) that best meet their needs. Carrier representatives will be available to present more details about their plans and answer any questions employees might have as they consider their benefit plan choices for the next plan year. This year OEBB will continue to offer both venue types - open enrollment meetings and benefit fairs. However, it is very important that your employees have the opportunity to hear about the plan design changes and program additions that will go into effect on October 1, 2011. The interaction during a benefit fair doesn't really allow for this. This year we will again ask that all benefit fairs be scheduled to immediately follow an OEBB open enrollment presentation. We have recently heard there may be some interest in OEBB being available for computer labs this year as well. If you are interested in this, please note it on the form. The computer lab must also be scheduled to immediately follow the open enrollment presentation and could potentially be held in conjunction with a benefit fair. Again, we will attempt to meet as many needs for meetings, benefit fairs and computer labs as we possibly can. With the addition of a health savings account (HSA) vendor, we anticipate entities may have enough employees interested in the tax savings an HSA can offer to schedule a special meeting to help employees learn more about ODS Medical Plan 9 (the HSA-compliant OEBB plan offering) and U.S. Bank's HSA account offering. OEBB would like to give you the opportunity to provide your educational entity Out-of-Pocket Cost Sheet for the upcoming 2011-12 Plan Year. This will allow your employees to review their costs/contributions online while enrolling in benefits during the 2011-12 open enrollment period from August 15th through September 15th. OEBB Out-of Pocket Cost Sheet Guidelines * Please submit one document (with all your plan selections) which will represent the Out-of-Pocket Cost Sheet as indicated per educational entity. Remember, this means all your employee/member types will utilize the same document. So, if I am a Licensed-Full-time/OEA employee, I will also see the costs/contributions for Classified-Full-time/OSEA employees for my entity. * Employees from your educational entity will only see the Out-of-Pocket Cost Sheet for their school. So, if I work at the Astoria School District I won't see the Tillamook School District Out of Pocket Cost Sheet; I will only see the Astoria document. * Please make sure your document is accurate as OEBB will not take responsibility for the accuracy and/or completeness of the Out-of-Pocket Cost Sheet provided. * If your educational entity should choose not to submit an Out-of-Pocket Cost Sheet, OEBB will provide a statement directing the employee to contact their educational entity benefits office. Message-ID: Dear Superintendents, Business Managers and Benefits Administrators: The OEBB board and staff are looking for ways to improve how we communicate and work with our educational entity partners on a daily basis. During the implementation process, we had several focus groups that helped us understand the needs and differences of entities moving onto the OEBB benefits program. These groups helped by bringing ideas to the table and talking through the upcoming steps and stages. Since implementation in 2008, we have continued to make benefit and systems changes to accommodate the changing insurance environment, respond to special requests and to further our goal of creating additional administrative efficiencies. To better meet the needs of our customers (participating entities and education employees throughout Oregon), we are creating two new groups to help OEBB staff improve our communications and identify areas where we can do a better job in meeting your needs -- the Benefit Information Exchange (BIE) and the Health Engagement and Wellness Champions (Champs!). The BIE group will be made up of all interested entity representatives (business managers, benefit representatives, payroll staff, IT staff, etc.), with an executive steering committee of 10 to 12 entity representatives to assist us in setting the agenda and/or providing feedback between regularly scheduled meetings of the Group. We are proposing to have a regular two-hour meeting each month, at least in the beginning. One of the first tasks of the executive steering committee will be to help us determine the day of the month and time period for the monthly meeting. We anticipate that OEBB staff will provide a summary of the previous Board meeting(s), status updates on current projects and overviews of future projects and activities. Other agenda items will include topics of interest identified by the committee and a roundtable for participants to ask questions and share what is working well and what might work better. The meeting will be held in the OEBB board room here in Salem. Entity representatives can attend in person, or via a conference call. We can also stream the meeting if that would be more convenient or would work better for participants. If you, or someone from your entity, are interested in being a member of the BIE executive steering committee, please let Rose Mann know by July 7, 2011. Rose can be reached by telephone at 503-378-4606, or via e-mail at rose.mann at state.or.us. We are hoping to schedule the first meeting of the BIE in early August to provide updates on the upcoming open enrollment period and we would like to know what else entities want to talk about. The second workgroup, "Champs!", will be made up of individuals in educational entities that are enthusiastic about health and wellness and interested in being the liaison between OEBB and their peers and coworkers for health and wellness related updates and activities. You know the person - the one that is always involved in coordinating activities or health fairs, the one that doesn't miss an opportunity to participate in special events promoting health and wellness, the one that many people look to when needing some positive reinforcement, the one that has been looking for ways to implement (or has been involved in implementing) a wellness program or activity for your entity..... Our hope is to have a representative from each participating entity to bring us great ideas, share successes and to help inspire and engage their fellow employees and peers to lead more healthful lifestyles. We anticipate moving forward with this new group sometime in late September or early October when many of the "Champs!" in entities return from summer vacation. We will send out an invitation in early September 2011, but if you know of a specific person from your entity that fit one or all of the descriptions above and may be interested in participating, you can send their name and e-mail address to me at any time. Message-ID: Hello, First, let me say "Thank You" for a successful MyOEBB EE Plan Management period. Next I'd like to let entities know what OEBB will be doing over the next several months preceding, during and following Open Enrollment. Friday, July 1st OEBB will add a few system enhancements to MyOEBB Member and Administrative Modules. * The first enhancement will be a QSC enhancement we have been working on due to Federal Healthcare legislation regarding rescission. This enhancement will better define retro and future dates and members' ability to add, drop or change plans/dependents based on specific QSC events. * The next system enhancement, also due to Federal Healthcare Reform, will ask the member (or the entity administrator on the member's behalf) to enter an ethnicity, race and primary race (if more than one race is selected) for the member and each dependent. OEBB is currently updating enrollment forms to reflect this change which can be found on the "Member Forms" page of the OEBB website at: www.oregon.gov/OHA/OEBB/forms.shtml. * Lastly, OEBB is adding the ability for the member to enter a different address for each dependent in the Member Module (this already exists in the Admin Module). This method will now be the preferred method to notify all carriers when the dependent lives out of state, so the appropriate benefits can be applied. The week of July 4th OEBB will transmit all 2011-12 group plan choices to the carriers to enable them to set up groups in their systems which allow the carriers' to accept electronic files containing members' new plan choices once open enrollment is complete. Friday, July 8th OEBB will pull live data out of the MyOEBB system for our Open Enrollment Mail Out. This data pull will consist of the group plans each entity has selected along with your employees in our system. To ensure that employees receive the correct mailing, you may want to review your employee addresses and make sure employees are coded in the correct employment groups. This mailing will consist of a cover letter explaining open enrollment along with the employee's group plan choices. OEBB anticipates this mailing to be out to all OEBB members no later than Friday, August 5th. Additionally, OEBB will mail postcards to members as a "Heads Up" reminder that open enrollment is coming up and also to notify members if their medical plan is no longer available due to Board expiration or entity deselecting. Friday, August 5th and Sunday, August 14th OEBB will bring MyOEBB Administrative and Member Modules down to perform open enrollment maintenance. The MyOEBB systems will be unavailable during this two day period. During this time, OEBB will be moving employees over to their 2011-12 plans and mass enrolling groups in Basic Life, Basic AD&D, Mandatory Short-term and Long-term Disability and Long-term Care. Additionally, OEBB will be removing the Medicare flag for members or dependents marked as "No" (not eligible for Medicare) in the system which will prompt the member to answer this question when enrolling for the 2011-12 plan year. Members or dependents marked "Yes" (Medicare eligible) will remain flagged "Yes". What can educational entities do to make sure their employees are ready in MyOEBB prior to these down times? 1. Make sure your employees have the correct Employment/Member Types. * This means if you have an employee changing from an Administrator to a Superintendent employment type effective October 1st please ensure they are labeled that way in MyOEBB prior to Friday, July 8th with the appropriate effective date of the change. 2. Make sure all your eligible employees are in MyOEBB. * Ensure all eligible employees are in MyOEBB prior to the rollovers so they can be mass enrolled in any appropriate plans. If an eligible employee is not in MyOEBB prior to the rollovers, you will need to manually enroll them in Basic and Mandatory Plans. 3. Make sure all your non-eligible employees are termed out of MyOEBB. * Terminate all employees in MyOEBB if they are no longer eligible for benefits with your educational entity. Ineligible employees remaining in the system may show up on the October invoice due to being mass enrolled in plans or they may mistakenly enroll themselves in the Member Module during Open Enrollment. 4. Make sure all salary information is entered in MyOEBB. * In order for your educational entity to be invoiced correctly, salary information should reflect their current salary in MyOEBB. OEBB will make the following reports available in your Document Management area after August 5th and again after August 14th. * Employees mass enrolled in Basic Life, Basic AD&D, Mandatory Short-term and Long-term Disability and Mandatory Long-term Care * Employees who do not have medical coverage * Employees who do not have dental coverage * Employees who do not have vision coverage * Salary Information for each employee * Plan Discrepancies Monday, August 15th through Thursday, September 15th OEBB Open Enrollment - Employees can initially enroll in plans, change/drop plans and add/drop dependents. Early retirees can change/drop plans and can drop dependents. Members should also use this time to identify dependents in MyOEBB by entering addresses for out-of-area dependents, indicate Medicare eligibility due to age or disability, ensure only eligible dependents are included on the desired plans and identify ethnicity and race for themselves and any covered dependents. OEBB telephone lines will be open Monday through Friday from 7 a.m. to 6 p.m. and from 7 a.m. to midnight on September 15th. Friday, September 16th OEBB will pull live data out of the MyOEBB system for our post Open Enrollment Mail Out. This data pull will reflect the plans in which members and their dependents are enrolled for the 2011-12 plan year. This mailing will contain a cover letter providing links to required notices and an explanation of their enclosed Benefit Summary. Information about the upcoming Dependent Eligibility Verification (DEV) review and their QSC rights will also be enclosed. OEBB anticipates this mailing to be out to all OEBB members no later than Thursday, September 29th. This process will be used for members electing a USPS hardcopy of their post Open Enrollment Mail Out. Friday, September 16th through Friday, September 30th Educational Entity Open Enrollment Clean Up - Entities can use the open segment in the MyOEBB Admin Module to make benefit corrections without using a QSC. This is a great time to review enrollments, make sure enrollments match your entity rules and make sure employees are properly enrolled prior to the start of the 2011-12 plan year. Monday, September 26th OEBB will pull live data out of the MyOEBB system to produce notification letters for those "late enrollee" members and dependents subject to the 12-month waiting period on the dental and/or vision plans. OEBB anticipates this mailing to be out to these specific members no later than Friday, September 30th. Saturday, October 1st The 2011-12 plan year starts. OEBB will electronically send the post Open Enrollment Mail Out to those members who elected this preference in the MyOEBB system during open enrollment.
