Who may need an October 1, 2011 Valuation? Ongoing valuation clients of Milliman will receive an e-mail from GASB45OEBBMembers at milliman.com describing their specific situation and advising of action, if any, to be taken for the 2011 valuation process. If you expect to receive an e-mail from us and you do not, please do not hesitate to contact us. Some Districts have received an advisory recommendation letter from Milliman in the past, and have not received any valuations as a result of the advisory recommendation. Those Districts may continue to rely upon the initial advisory recommendation letter so long as the facts stated in that letter remain materially unchanged. In the rare instance where an Employer has implemented a new retiree stipend or medical benefit, a new recommendation letter may be appropriate; please contact our office if this is the case. Entities who have not worked with Milliman on this GASB 45 project in prior years are encouraged to write us at GASB45OEBBMembers at milliman.com. Please let us know if you have ever received a GASB 45 valuation previously, and any other brief background information you feel is appropriate. Newly Enrolled Entities New entities are welcome to enter this project in the October 1, 2011 actuarial valuation cycle. Entities which have never had a valuation previously, or who have used a different provider, should use the New Clients instructions on the OEBB web site whose link is shown above. Some transition work will be needed to get new clients "up to speed" on the valuations and reporting process. Milliman will fit this transition work into its basic GASB 45 valuation price (no additional charges), provided that the client and its auditors provide all needed information on a timely basis and agree to Milliman's transition proposals. If the client or its auditors want additional transition services, Milliman can provide those services on a time and expense basis. Valuation Prices for October 1, 2011 Valuations Valuation prices are governed under the Actuarial Services Agreement found on the OEBB web page. The Actuarial Services Agreement specifies a schedule of fees and cost of living adjustments. Milliman has voluntarily maintained the 2009 price schedule for the 2011 valuation cycle. These prices are lower than those shown in the Actuarial Services Agreement. We recommend you use the online fee estimator to determine the cost of the 2011 valuation report. The reductions to the valuation prices described in the Actuarial Services Agreement are voluntary on Milliman's part. The terms of the Actuarial Services Agreements between Milliman and our clients remain in effect. Future years' valuation prices may be adjusted up or down, not to exceed the amounts specified in those Actuarial Services Agreements. Valuation Report Contents A sample valuation report can be found on OEBB's GASB 45 web page (see link above). The disclosures in the 2011 report will be projected for fiscal years ending June 30, 2012 and June 30, 2013. The two years of projected results reflect that these are generally biennial valuations (i.e. the next valuation date is scheduled to be October 1, 2013). The projections will be based upon the final accounting decisions which your Employer made for the June 30, 2011 disclosure. Timing of Reports Milliman intends to prepare these 2011 valuation reports in Summer and Fall 2012. Employers may contact Milliman at any time to start work. We are aware of the December 31 deadline for filing CAFRs, and we should be able to prepare a timely report for any entity enrolling in services by October 31, 2012. OEBB has added additional features to the MyOEBB system which will be updated this weekend. Additionally, during our Open Enrollment period our enrollment files take a bit longer to run (due to size) and OEBB will need time each Friday evening to accommodate this process. It's our goal to alert you to these downtimes so you may plan your Open Enrollment activities accordingly. Listed below are our projected downtimes: Friday, August 10th starting at 8 p.m. until Sunday, August 12th at 8 a.m. - During this time OEBB will be processing enrollment files, moving Open Enrollment updates and confirming these updates in MyOEBB. Tuesday, August 14th (All Day) - During this time, OEBB will be moving employees over to their 2012-13 plans and mass enrolling groups in Basic Life, Basic AD&D, Mandatory Short-term and Long-term Disability and Long-term Care plans. Additionally, OEBB will be removing the Medicare flag for members or dependents marked as "No" (not eligible for Medicare) in the system which will prompt the member to answer this question when enrolling for the 2012-13 plan year. Members or dependents marked "Yes" (Medicare eligible) will remain flagged "Yes". Additionally, OEBB will roll members over to matching medical and dental plans where the pharmacy or orthodontia options have changed. Fridays, August 17th and 24th and September 7th, 21st and 28th - OEBB will bring MyOEBB down at 8 p.m. to process weekly enrollment files that we send to each of the carriers. We anticipate this process to only last around 30 minutes and the system should be back up around 8:30 p.m. Please remember that the files during Open Enrollment are much larger than mid-plan year files and this downtime will allow us to process files more efficiently. Friday, August 31st to Saturday, September 1st - OEBB will bring the MyOEBB system down at 8:00 p.m. on Friday, August 31st for invoicing. We anticipate the MyOEBB system will be back up by 8:00 a.m. on Saturday, September 1st. We suggest planning Open Enrollment labs outside of this timeframe. (I apologize, I normally try to give you at least a week's notice before OEBB communications go out to members.) 1) COMPARISON TOOL POSTCARDS - The comparison tool postcards all have the same graphic on the front, but different text on the back so members will receive the appropriate version for their entity's "Arm". The comparison tool postcards were only mailed to members who had NOT marked the e-mail preference in the MyOEBB system (meaning both those who had selected the USPS preference and those who had not selected a preference at all). For those who selected the e-mail preference, I will be sending an e-mail version of the card this morning (in three batches so members receive the correct message for their entity's Arm). The message will be in the body of the e-mail, not an attachment. Members who receive their e-mails in "text only" format will not see the image from the postcard, just the text; however, a small version of the image will be embedded in the e-mail for those who allow pictures to come through. The web link to the proper page for their tool will be spelled out in the message like it is on the postcard. "Text only" people may have to copy and paste the URL into their browser address bar, but it will also be a "clickable" link for those who allow links to come through.
