Subject: USDA offers new rules - for public comment - on several of its business & energy programs

USDA Rural Development recently released, and is now seeking public comments on, several proposed regulations that will govern USDA business and energy incentive programs.  If you are interested in influencing the final version of these rules, read on!

Instructions on how to submit your comments are contained in each individual notice; please follow these instructions carefully.  (PLEASE NOTE: Sending me your comments will not result in your comments being officially considered!)


VALUE-ADDED PRODUCER GRANT PROGRAM (VAPG)
Proposed revisions to the rules to govern the VAPG program were published in the Federal Register on May 28, 2010.

Public comments will be sought until June 28, 2010.  A future final rule implementing these changes will be promulgated sometime thereafter taking into account the comments received.


RURAL MICROENTREPRENEUR ASSISTANCE PROGRAM (RMAP)
Interim rules to govern the RMAP program were published in the Federal Register on May 28, 2010.

These rules will become effective June 28, 2010, but USDA is still seeking public comments on how to improve the program.  Public comments will be sought until July 27, 2010.  A future final rule implementing RMAP will be promulgated sometime thereafter taking into account the comments received


ADVANCED BIOFUEL PAYMENT PROGRAM (§9005)
A proposed rule to govern this program was published in the Federal Register on April 16, 2010.

Public comments will be sought until June 15, 2010.  (The May 17, 2010 deadline mentioned in the notice was extended to June 15.)  A future final rule implementing these changes will be promulgated sometime thereafter taking into account the comments received.


BIOREFINERY ASSISTANCE GUARANTEED LOAN PROGRAM (§9003)
A proposed rule to govern this program was published in the Federal Register on April 16, 2010.
