The meetings will be September 26 in Redmond, September 27 in Boardman and October 4 in Salem. The meetings in Redmond and Boardman will emphasize ODOE's administrative rules regarding solar photovoltaic systems. The Salem meeting will focus on a comprehensive review of the RETC rules. The rulemaking advisory committee meeting is at 9 a.m. to noon at ODOE's main office in Salem (625 Marion St. NE). The public is welcome to attend the meeting or may call in to the meeting. The call-in number is 888-232-3870 and the access code is 872206. In November, ODOE will hold a public hearing and accept comments on proposed rule changes. During the 2012 legislative session, Senate Bill 1533 amended the 1.5 Percent Solar Technology for Public Buildings program to allow geothermal projects. In 2007, the legislature passed House Bill 2620, requiring all new public building construction or major renovation projects to spend 1.5 percent of the total contract price on solar energy technology (if the total contract price was at least $1 million). Public bodies include, but are not limited to, state agencies, community colleges, school districts, education services districts and local governments. In 2012, the Oregon legislature passed Senate Bill 1533, expanding the types of projects eligible to meet the 1.5 percent requirement to include geothermal electricity generation or direct use of geothermal energy. SB 1533 and the rule amendments will become effective Jan. 1, 2013.
