As one who fought with ASCAP for several years while managing a public market -the issue is the music the musician plays not whether the musician is local vs a professional. If only original (to the musician) music is played then as I understood it several years ago, then there was no ASCAP/BMI issue but I found there were few local musicians who had enough material to just play their own music.

In Port Orford, local musicians do public events for free, with tips, or low fees - very supportive of the Farmer's Market and other events. I didn't realize how lucky we are.

One way around the ASCAP fee might be to use local musicians who write
original music. I was surprised to learn how many musicians do this. For
instance, my granddaughter composes her own piano music, and many of her
peers do the same.
