[OMS_MANAGERS] Flags

[Willamette Main Street]

Thanks for the feedback. What about costs on the signs themselves?  The
city basically has to buy them. They won't let us use our own vendors. They
are quoting us about $100 per sign and $70 for the hardware for the sign.
I feel like this is high but they said they have to be "commercial use"
ones I found for about 1/2 that price he thinks are not for streets (even
though they say they are).
