[OMS_MANAGERS] Congrats to Oregon City

It has been a little challenging lately to either establish a new EID or get an EID renewal passed. Congrats to the Downtown Oregon City Association for the first renewal of their EID with only 2% remonstrance. Good work Jonathan and the board!
