[OMS_MANAGERS] Congrats to Oregon City

An EID is an Economic Improvement District, enacted by ordinance by the City. It is a self-assessment fee on property that must be supported by a majority of the property owners (not more than 33% can "remonstrate.") The collected funds have been used to support downtown revitalization activities through the main street organizations. There is a process that must be followed to enact one.
