We provide health insurance to our employees through Northwest Benefits Group which is a broker that offers, among other insurance providers, Kaiser Permanente. Stipends used to be able to be paid pre-tax, but I do not believe that is the case anymore. Small Group coverage is for organizations with 2 full-time employees or more. Organizations that offer health insurance need to offer it to all of their employees of a certain class, IE average of 30 hours or more. One option is to join an employer's association such as Cascade Employers Association <http://www.cascadeemployers.com/> . The future of individual markets is in a lot of flux. On the small group market, insurance is actually cheaper AND it is pre-tax. For example, if an employee wishes to purchase insurance that has a $350/month premium, it would cost them $4,200 per year after tax which effectively means they need to have a gross pay of approximately $7,000 per year to cover that benefit. If the nonprofit provides the benefit, it can actually get a tax credit making a $350/month plan only cost $280, effectively providing a $7,200 benefit to the employee while only costing $3,360 per year. We've found that we are able to offer better plans than are on the health exchange for less cost.

 

All this is to say, it might be worth forming a small group. The key factor is the average age of the group. I have a phone call into Cascade and Northwest Benefits to see what they could offer fellow Main Street orgs.

We don't have a stipend here, but my roommate is a health care actuary, and he mentioned there are groups that will rally together to provide blanket insurance coverage for others to pay into (for small NPOs). Is this something National Main Street or OMS could look into?
