[or-roots] Oregon Death Certificates

As of 7.1.2002 the rates for a death certificate requested over the
internet to be mailed took a massive jump.  For me, a single death
certificate jumped from 25 cents plus postage to $10 - if I were an Oregon
resident it would have only jumped to $5.

The fee to research in Salem, remained the same - I also have 9 death
certificates I want to get, but I've been thinking I would get them on one
of my trips up to visit family and factor in several hours in Salem.
