Interesting. 

If you visit http://www.cityofsalem.net/~library/tour/, it just as
plainly says, under  Main Floor, Circulation Department, that "All Salem
area residents who live outside the Salem city limits pay $25.00 to
obtain a Salem Public Library card for their household."

Seems that between the two sites, which have the same overall general
appearance, they offer inconsistent information, as the page you
reference certainly says $60, which is more in line with the other two
prices that were mentioned. 

Perhaps, if you were lucky, under Oregon's truth in advertising laws,
you could get the $25 price on a one time deal.
