[or-roots] Snow etc

It was very cold and extremely windy in 49 and 50.  I lived in Eastern 
Washington and the same snow blew the roads shut on several different occassions.  
It would blow the roads shut, the county would plow and the wind would come up 
again.  We had as many ground blizzards as we did regular snowfalls.  68 & 69 
stayed cold for a long time but actually, in Spokane at least (I know thats 
not in Oregon but I can wish) the snowfall for 68 and 69 was less than 50 
inches.  In 49 & 50 it exceeded 90 inches for the winter.  Both times it was pretty 
darn inconvenient.
