Does anyone recognize this sash?

I was sent a scanned photo of a relative that is wearing a sash that appears
to be some sort of lodge identification.  The photo does not have any studio
markings and was probably taken in the 1870s or 1880s.  He was a miner in
Southern Oregon, primarily Jackson & Josephine counties.

The sash is wide, maybe about 8", dark color with white edges.  Across the
shoulder is a white stripe with some symbols that I can't make out.  Below
that is a large white five pointed star.  Below that is what appears to be
five chain links formed in an oblong loop.  Each link has some kind of
character in it and there is also one in the center of the loop.  Below that
are two additional white five pointed stars.

I have tried to enlarge the sash enough to read the symbols, but there is
not enough pixels in the scam and they just get fuzzy.

I will email a jpeg to anyone that thinks they might be able to help.

It was not recognized by the IOOF.
