[or-roots] New Index of 1850 Census Nation wide

In Deschutes County, Oregon you have to stop by the library and activate
your card for use on the internet, then you can use it from home.

The reason you have to activate it is because people under 17 have limited
access unless their parent/guardian sign for full access.
