There is a Powell Blvd. in Portland but I don't recall for whom it was named.
There are several other places in Oregon named for some Powell: i.e. Powell
Creek, Crook Wheeler Co's. It was apparently named for Fred A. Powell who had
a large ranch near there.

Powell Creek, Douglas Co., named in 1973 to honor William Powell, one of the
first mail carriers of the area.

Another Powell Creek in Josephine Co. named for John L. Powell who worked a
donation land claim in 1855 near the stream.

Powell Valley, Multnomah Co. was named for 3 pioneers - James Powell and
Jackson Powell 1852 and Dr. J. P. owell of 1853. They were not related.

Info from McArthur's Geographical Names, 6th ed.

Don't know if this is of any help but they were in addition to the listing
about Powell Butte (see below)

Carroll (Cooper) Summers
Oregon Geographic Names says: that the Powell Buttes (Crook County) were
named for some member of the Jacob Powell family of Linn County, proably
Daniel or John Powell. Several of the Powells crossed the Cascade Range
into central Oregon to range stock. Moses Niswonger was the first
postmaster and the office was established 12 March 1090.
