I am fairly sure Sutherlin is named for the Sutherlins who are living in
Douglas County in the middle of the 19th century, I probably should be able
to tell you which one.

Mentions a George Sutherlin born there in 1858, more to the point this link
takes you to a discussion of Linn Co Cemeteries in a 1949 newspaper article
that is interesting and mentions the surname Powell.

might tell you who it is named for, I am guessing this is George's Pop.

I had no luck finding an origin for Winchester online so the folks with the
geographic names book will have to come through.
