I believe you are talking about Rocky Butte and Rocky Butte Jail.  The jail 
was located on the east side of the butte.  It was located between Fremont 
and Halsey. The jail was demolished when they constructed 205 as the freeway 
runs close to the east side of the butte.  You can still get to the butte by 
going east on Fremont from 82nd.  It went by what used to be Hill Military 
Academy.  I believe the academy is now a church college.  You can also reach 
it by heading north from Halsey on 92nd.  We used to climb the butte as kids 
in the summer.  There is now a park at the top and it is well maintained by 
the city of Portland.  New plaques have been dedicated.  I believe it was a 
WPA project.
