According to my maps, Jefferson is right on the border of Linn and Marion Counties, but is actually in
Marion County.
I have the 1878 "Historical Atlas Map" of Marion & Linn Counties, Oregon, if that would be of any
assistance. Jefferson was platted by then. About Jefferson it says:
"Jefferson is a town of about two hundred and sixty inhabitants, and which, for natural advantages of
location, is not excelled by any one of the smaller towns in this county. It is situated at the head of
navigation on the Santiam River, and although it has been questioned whether Jefferson could be made a
shipping point for grain, by water, that point has been decided by the fact that several steamboats have
visited it, carrying away upwards of one hundred tons of wheat on each occasion. It is also a station on
the Oregon & California Railroad, which crosses the river at this point.
The town has very ample communications by wagon road in every direction. The first settlement in the
neighborhood was made by Mr. Jacob Couser in July, 1851, since which period the increase of population has
been slow and gradual up to the present time.
It is a subject of speculation why Jefferson, with its facilities of communication, transportation of
produce, etc., has not made greater progress than she displays today; the country in the neighborhood is
fertile and well settled, with quite a large area of fine agricultural country naturally tributary ot it.
As a manufacturing place, it has excellent advantages of abundant water power, which can be utilized ot an
almost unlimited extent. At the present time there is a canal about two and a half miles long, which
brings to the city a quantity of water equivalent to say two hundred and fifty horse power, and which, by
a moderate outlay, could easily be enlarged so as to double, or even treble, the quantity of water at
present flowing in it; the present canal cost about $4000 in its construction. This enterprise of
increasing the water power has been initiated, but has been deferred for the present.
The manufactories at present in Jefferson are: A find flouring mill, owned by Corbett & McClay, of
Portland, C. F. Pfluger being the resident agent; there are three run of burrs, and it has a capacity of
about two hundred and fifty barrels in twenty-four hours; there is also machinery for the manufacture of
oatmeal.
Saw and planing mills, owned by A. Smith, is a fine mill, with excellent facilities for doing all classes
of work; it has a planer, scroll saw, etc., and does a successful business.
Chair factory, Mr. Metzler, proprietor. This establishment can turn out from three to four thousand chairs
in the year. There is also a fanning mill factory in town, which manufactures had mills for farmers' use;
also, cleaners for warehouse purposes.
Jefferson hosiery, owned by Dickenson & Jerguensery, was erected at a cost of $10,000.
Jefferson Institute, is a chartered school, and has an excellent reputation; it has an endowment fund of
$6000, and has usually about one hundred and ten pupils on the rolls. There is about one hundred acres of
land which pertains to the Institute and on which the building stands.
The mill warehouses, of which Mr. C. F. Pfluger is agent, have a capacity for storage of about twenty-five
thousand bushels; they are well and strongly built, and cost about $9000 each. There is also a granger's
warehouse on the riverside, of which John Bryant is Superintendent.
There are about one hundred and fifty thousand bushels of wheat annually shipped from this place. The
present population of Jefferson is about two hundred."
The township, 10S 3W, actually covers three counties, Marion, Linn, and Benton. Jefferson today may be in
both Linn and Marion, so it is hard to tell what you are looking for. The BLM website lists a the DLCs and
other patents for this township, only in Marion County as:

You can find this and other information at: http://www.glorecords.blm.gov/PatentSearch/
If you have Ancestry.com, you can also find something about the DLC patentees and their genealogy, once
you find the names.
Here is something from Stephanie Flora's website: http://www.oregonpioneers.com/marion/jeffersn.htm
Hope this helps.
