Here, I respectfully disagree.....there are many, many acres of very productive lands that were "drained" by the swamp act.  Those acres put lots of food in to the tummy's of each and every one of us.  Otherwise they would  have remained mosquito infested swamps.  

Many acres here in south eastern Oregon were surveyed in a boat in a wagon pulled by horses.  But, at times those lands could have been considered a swamp.  Right now a lot of that land is very wet.....by inches.  But in a few very short of months the soil will be cracking if it not flood irrigated.  All depends on the area and climate.  

Cannot "save" all of the land for bugs and critters.  Diane
