[or-roots] Question about Ancestry (library edition)

If my local public library has Ancestry available in the library edition,  
how does that differ from the subscription I now have, which is the  basic plus 
census?  Would I be able to access the library edition on  my home computer or 
only at the library?  Would I be able to save  $$$?  
 
It's not in the library yet but is being considered.
