Linda,
The only copyright that I can find in the book is at the front where it says "Copyright 1972 by R. N. Preston" and some of the maps indicate that they came from the Oregon State Archives. The particular map that is referred to has no such reference. There is a paragraph written in the upper right corner that says the following:
SKETCH Of the WALLAMETTE VALLEY, showing the purchases and reservations made by the Board of Commissioners, appointed to treat with the Indians of Oregon, April and May 1851, prepared by George Gibbs and Edm'd A Starling. The course of the Columbia River and of the Wallamette, as high up as Oregon City, is enlarged fm Capt. Wilkes Map. That of the Wallamette, from Falls to Salem is from a survey by Leonard White of Salem. The course of the other streams are laid down from verbal information obtained from residents. The, accordingly are to be considered only, as an approximation, but are for the most part, probably, as corret as can be without actual survey.
Please note that the apparent misspellings are exactly the way they are spelled on the document.
In Preston's acknowledgments, he only says, "I wish to take this opportunity to extend my thanks to the Oregon Historical Society, the Oregon State Library, Archives Division, and the National Archives. Without their help this collection could not have been possible." He also refers to the photos that are also in the book, but that is it.
For myself, I do not plan to publish anything, but as for the possible copy of the 1851 map for another lister, I can find no original copyright holder to contact. What little I know (or think I know) about copyright law, would indicate that the map, itself, has become public domain even if it was originally copyrighted. If anyone has any further info oncopyright and the length of time a copyright lasts and if and how many times it can be renewed, I think it would be pertinent to Oregon genealogy as all of us are always making photocopies of pictures and documents for our research and a few even plan to publish their work.

I am just ready to publish a book on the Oregon Trail
migration of 1851, and would dearly like to include that map.
Please check the copyright on that published map. And, if necessary get permission
to reproduce it.
