As to the NE Oregon thing, that seems to be a trend; we have kicked it around before and best guess is a gold strike or some such inspired a boom there. I note several of the lines I have or have helped others with do the same thing. Sometimes only once some of them show up in NE or E Central and then back to balmy western Oregon, but a significant fraction jump over the Columbia too.

I know several other folks on the list have talked about that path and Samuel, son of Daniel Richardson of the next to oldest house still standing in Eugene fame (I think, the NPS doc doesn't exactly make that clear) and some of his kids end up in Pullman by 1920.

Speaking of coincidences; Electra BELKNAP Howell? Samuel Henry Christian married Lovina Jane Belknap; she dau of George and Keturah G. (Penton) Belknap.

It occured to me to check the benton county genealogy;

will probably answer a lot of questions, I didn't try to track down how Belknap and Howell get together, but Paul was hoping to find living relatives of Daniel R. Christian and it looks like mores the point he can throw a rock in any direction in the Willamette valley and if it lands on a pioneer owned property they are probably kin.
