The Clark County Genealogical Society (Washington) is doing the same thing for all the Clark County Cemeteries, and the link to them is on our website www.ccgs-wa.org 

We have also recently recieved a grant to restore the Historic Old Vancouver City Cemetery and are interested in contacting anyone that has ancestors interred their.

It's the local volunteers. I have this nice volunteer who wanted to do 
whole cemeteries in Salem area. She is finishing what is not done, even 
going back to same cemetery to retake if necessary before uploading the 
photos. 

I have 2 other volunteers, one in Tigard and other in California, living 
right across the border, to do Curry County cemeteries. 

The volunteer who is doing Curry County already took over 20,000 in 
Massachusetts and Virginia. They are online now at 
http://www.magravestones.org and http://www.virginiagravestones.org 

Then I check the information (correct if necessary) and quality before 
release to public. Absolute no photos that can not be read by the public 
get released. I had a few bummers that did not make to the public.
