[or-roots] Another arbitration question

I am finding some census takers have two forms to their dash, but the arbitrator only recognizes it as ditto. I had one this morning that put a long dash for 1935 residence, as the child was less than a year old I left it blank, as that seemed to me the clear intent since the previous lines in the family were for another state all filled out. The arbitrator called it a ditto. 
I am on a CA page now that has the same thing, ditto marks are very short while the four year old I am currently entering the line is full width of the box. I am going to still assume it is NOT a ditto, but would like to know the official version.
Having real hard time with names, hispanic; Lnna, Luna or Luua, Chinese; Jnk or Jonk or Jouk Juk, and Inne or Ime or Ione?  
Also the Chi is crossed out and what appears to be the number 4 written in, it could be an H but if it is it is very poorly written.
