Closed, yes, but they are available on the death index through 2008.  You just can't go to the State Archives and see the original DC's for 50 years.

It has to be reported to SSDI and it has not that is what I ran into
when going through a probate they needed my half-brothers death certiciate
(it was a BIA probate and the government did not have the info but found the
funeral home and got the info then.)
I know death certificates are closed for 50 years
