This position will be filled at the GS-0193-11 level with no further
promotion potential. The Duty Station for this position will be
Spearfish, South Dakota. To be considered for this position, submit

* THE POSITION *
The Bearlodge and Northern Hills Ranger Districts on the Black Hills
National Forest are currently advertising for a GS-0193-11, Zone
Archeologist. The incumbent to this position will develop, coordinate,
and implement the North Zone Archeological Program. The Zone Program
is highly complex covering a broad area of resources and includes the
protection of historic and pre-historic properties and artifacts.
Evaluates and acts upon a wide range of on-site management needs, such
as the factual reporting of excavation and/or survey findings, and
implements corrective measures within the framework of archeological
program requirements. These programs include land management/use,
vandalism of historic properties, and the identification and
preservation of artifacts.
Provides technical support in inventory and management of cultural
resources under jurisdiction of the Forest Service. Provides advice on
identification and management of cultural resources. Designs inventory
strategies as part of the land use planning process based on Forest-wide
priorities and needs. Organizes, supervises, or directly performs
inventory of areas. Reviews archeological reports as part of project
planning to evaluate the quality of the inventory, the completeness of
the report, and the significance of cultural sites found. Prepares
determinations of effect for such projects identified during project
inventories. Writes, edits, and prepares cultural resource
interpretation information, and technical reports based on synthesis of
archeological and historical research. Recommends mitigation
procedures.
Develops contract specifications for cultural resource work and acts
as COR or inspector on such contracts. Other primary duties include the
implementation of projects related to stewardship enhancement, and
public interpretation of cultural resources, including partnership
agreements, and site steward programs.
Determines eligibility of historical properties for the National
Register of Historic Places. Provides cultural resource management
orientation to Forest Service personnel on statutes, regulations and
purpose of work to be performed. Interprets cultural resources to the
public and professional contacts through presentations at visitor
facilities, professional journals, etc. Coordinates with other agencies
and various tribal governments on issues related to meeting legal
compliance.
The position requires considerable work in a forest environment; other
work is performed in an office and in libraries and museums as
necessary. The work includes strenuous outdoor activity, such as
walking, climbing, riding, and backpacking, often in steep, rough
terrain in isolated areas. Climate ranges from extremely dry to
extremely wet and from hot to cold. Rain, snow, wind, or dust may be
encountered. The work requires the use of protective clothing.
* BLACK HILLS NATIONAL FOREST *
The 1.2 million-acre Black Hills National Forest is located in
southwestern South Dakota and northeastern Wyoming. It is 110 miles
long and 70 miles wide, approximately 87 percent in South Dakota and 13
percent in Wyoming. The Black Hills rise from the adjacent grasslands
into forest dominated by ponderosa pine, spruce and aspen. It is
described as an *Island in the Plains* with the diversity of wildlife
and plants reaching from the eastern forests to the western plains. The
Forest boasts a good balance of multiple uses, and a wide range of
recreation activities. We are the largest forest in the Rocky Mountain
Region in terms of budget, workforce, timber production and fire and
fuels management. The Black Hills National Forest employs approximately
290 permanent full time employees on four ranger districts and a
supervisor*s office.
* BEARLODGE AND NORTHERN HILLS RANGER DISTRICTS *
The Bearlodge District totals about 155,000 acres in the northern part
of the Black Hills in the State of Wyoming. Timber harvest and related
silvicultural activity is the largest resource program on the district.
Average annual timber offer is about 10 million board feet. The
district also has very active programs in lands and minerals, wildlife
habitat improvement, recreation, cultural resources, and livestock
grazing. Game species on the district include white-tailed and mule
deer, elk, and turkey.
The Bearlodge District has a well-balanced workload and staff. The
Black Hills National Forest is emphasizing prescribed fire and travel
management as an integral element of a successful ecosystem-based land
management program. The successful candidate will be instrumental in
providing leadership and technical expertise in the Bearlodge Ranger
District natural resource management program.
The Northern Hills Ranger District is the consolidation of the former
Spearfish and Nemo Districts, totaling about 326,000 acres in the
northern part of the Black Hills. Timber harvest and related
silvicultural activities are the largest resource programs on the
District. Average annual timber offer is about 20 million board feet.
The district also has very active programs in lands and minerals,
wildlife habitat improvement, recreation, cultural resources, and
livestock grazing. Game species on the district include white-tailed
and mule deer, elk, Merriam's turkey, and ruffed grouse.
* SUNDANCE COMMUNITY *
The Bearlodge Ranger District has an office on the eastern edge of
Sundance, Wyoming, which has a population of approximately 1,200.
Sundance is located 30 miles west of Spearfish, SD, 75 miles northwest
of Rapid City, SD, 365 miles north of Denver, Colorado, 550 miles west
of Minneapolis and 200 miles northeast of Casper, Wyoming. The
elevation of Sundance is 4,753 feet above sea level.
The town of Sundance is a scenic community with moderate temperatures.
The average annual mean temperature is 43.6 degrees with the average
January temperature 19.1 degrees and July's average of 69.8 degrees.
The annual average rainfall is 9.0 inches and annual snowfall is 77
inches. Prevailing winds are from the northwest.
The community of Sundance offers one library, two day care centers, ten
churches, four motels, one RV park, one hospital, a nursing home, one
dentist, four doctors, one newspaper, one bank, cable television, post
office, telephone service, telegraph, police department, volunteer fire
department, emergency medical technicians, city offices, as well as some
local retail businesses. The nearest airport is Black Hills Airport
four miles east of Spearfish, SD and other commercial airline services
are available at Gillette, WY and Rapid City, SD.
Public recreation in Sundance include one baseball field, one golf
course, two tennis courts, one bike path, one swimming pool, and two
parks. In the immediate vicinity is trout fishing, access to over 300
miles of snowmobile trails, hunting, hiking and camping. Forest service
campgrounds near Sundance are Cook Lake, Reuter, and Sundance Trailhead.
Devils Tower National Monument, featured in "Close Encounters of the
Third Kind," is located 27 miles northwest of Sundance. There is a
Wyoming State Park at Keyhole Reservoir 19 miles west on Interstate 90.
Other area recreation facilities and attractions available are the:
Crook County Museum, Crook County Art Gallery, Ranch A, D.C. Booth
Historical Fish Hatchery, Matthew's Opera House, Black Hills Passion
Play, Thoen Stone Monument, High Plains Heritage Center; Donald E. Young
Sports and Fitness Center-BHSU; Bear Butte State Park, Spearfish Canyon
Scenic Byway, and downhill and cross country skiing.
Major employers in Sundance are: Crook County School District, US
Government agencies, Powder River Electric (REA), Crook County Nursing
Home, Energy Electric (construction), and Wyoming Transportation
Department.
*SPEARFISH COMMUNITY *
Spearfish is located 45 miles northwest of Rapid City, South Dakota and
10 miles east of the South Dakota/Wyoming state line. Interstate 90 is
adjacent to the town. Elevation is 3,680 feet above sea level.
Population is about 12,000, including nearby developments.
Spearfish is a thriving and progressive community and is very scenic,
since it is immediately adjacent to the northernmost slopes of the Black
Hills. Temperatures are moderate, though seasonal, with warm, dry
summers and cold, snowy winters. Average rainfall is 22 inches and
average snowfall is 31 inches. Prevailing winds are from the northwest.
The average annual mean temperature is 48 degrees with an average
January temperature of 27 degrees and an average July temperature of 73
degrees.
Spearfish offers a four-year university, a hospital, three grocery
stores, a movie theater, and a public library. The nearest airport is
Black Hills Airport, four miles east of Spearfish; commercial airline
service is available at Rapid City Regional Airport, 55 miles east of
Spearfish.
Recreation facilities include a golf course, bowling alley, soccer and
baseball fields, tennis and horseshoe courts, museums, six parks, a
large indoor fitness and athletic center (located on the Black Hills
State University campus) including an indoor pool and track, a city
campground, and several private campgrounds. Forest Service campgrounds
are available within 15 miles of town. Spearfish is also near
snowmobile trails, groomed and ungroomed cross-country ski trails, a
100-mile hiking trail (Centennial Trail), a 110-mile biking, hiking and
horseback trail (Mickelson Trail), and two downhill ski areas.
Major employers in or near Spearfish are Black Hills State University,
Spearfish Forest Products, Spearfish School District, Wal-mart, K-mart,
Dorsett Home (nursing home), Lookout Memorial Hospital, Holiday Inn,
City of Spearfish, US Forest Service and Black Hills Special Service
Cooperative.
Spearfish has a public school district with three elementary schools,
one middle school (grades 6-8), one high school and one accredited
Christian school (grades K-12). Black Hills State University offers day
and night classes.
Rental apartments range from $300 to $500 per month, with rental homes
beginning at about $500 per month. Homes to purchase range from $75,000
and up, with the average cost of a family home being between $100,000 to
$120,000. There is no state income tax in South Dakota, but property
taxes are fairly high (approximately $2,000 annually on a $100,000
house).
